RECOMMENDATION
It is recommended that the City Council approve a motion to:
1. Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.
2. Delegate authority to the City Manager to negotiate and execute an agreement up to five years between the City of Stockton (City) and AT&T in an amount not to exceed $215,205 annually.
It is further recommended that the City Manager, or designee, be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary
The City of Stockton uses AT&T's Vesta platform to provide maintenance, supplies, and equipment for the City’s Public Safety 911 phone system. This service contract supports the continued operation of the existing system while ensuring access to essential technical support as needs arise. A new agreement is required to maintain the equipment and services necessary to answer emergency calls effectively and efficiently. If approved, execution of a one-year contract between the City and AT&T in an amount not to exceed $215,205 annually will support uninterrupted, round-the-clock operation of the 911 phone system.
DISCUSSION
Background
The City of Stockton Public Safety Department’s 911 system was upgraded to the AT&T Vesta platform in 2004. The Vesta platform requires routine maintenance and ongoing support services to ensure the reliable and continuous operation of the City’s 911 phone system. The existing maintenance contract expires in October 2026, and without execution of a new agreement, maintenance services may be interrupted, which could impair the City’s ability to operate and support the 911 system. Funding for the City of Stockton 911 system may be provided by the State of California through the California Governor’s Office of Emergency Services (Cal OES). Cal OES may fully reimburse the annual cost associated with AT&T Vesta 911 system maintenance. However, Cal OES reimbursement is limited to single-year agreements.
Present Situation
On August 3, 2026, the City of Stockton prepared a sole source justification to extend the contract with AT&T for the dates of 11/4/2026 to 11/3/2027. Total not-to-exceed the amount of $215,205 annually. AT&T holds the contract with the State of California who funds the 911 phone system. If the City of Stockton were to become out of compliance with the state 911 Operations Regulations, the City could lose the ability to operate as a 911 call center. (See Attachment A)

Staff recommend that the City Council adopt a motion to delegate authority to the City Manager to negotiate and enter into an agreement with AT&T Vesta for $215,205 annually for the maintenance and upkeep of the 911 phone system. Once such authority is delegated, the City Manager and staff will work directly with AT&T Vesta on the terms of the agreement and execute a contract separately.
Findings
Stockton Municipal Code Section 3.68.070(A)(3) states that the City Council may approve findings that support and justify an exception to the competitive bidding process.
1. The current 911 system needs a new contract for continued maintenance and supplies.
2. The expiration of the contract without renewal could result in interrupted maintenance and services causing the City of Stockton to lose the ability to operate the 911 Call Center.
3. AT&T holds the contract with the State of California who funds the 911 system. If the City of Stockton were to become out of compliance, it could potentially lose its ability to operate as a 911 call center.
FINANCIAL SUMMARY
The proposed cost of this contract shall not exceed $215,205 annually. Funding for these additional services is included in the FY 2026-27 Police and Fire Department’s Software/License budget.
