Summary

 

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specifications for Animal Services Officer, Senior Animal Services Officer, and Animal Services Supervisor. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications. A specification shall be deemed approved when the Director of Human Resources affixes his or her signature thereon and it is filed with the Secretary of the Commission.

 

DISCUSSION

 

Background

 

Amendments to the class specifications are a result of a request by the Police department.

 

Present Situation

 

Amendments were made to the definition, principal duties, qualifications, knowledge, skills, and physical/mental abilities. The draft classification specifications with redlines were provided to Stockton City Employee Association (SCEA) and Stockton Mid-Management/Supervisory Level (B&C) bargaining units for review and concurrence on March 20, 2024, and there were no objections. (Attachment A, B, C).

 

The approved classification specifications were signed by the Director of Human Resources on April 4, 2024, and are included in this report (Attachment D, E, F).

 

AUTHORITY

 

Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
