Summary

 

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specification for Plant Maintenance Worker. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications. A specification shall be deemed approved when the Director of Human Resources affixes his or her signature thereon and it is filed with the Secretary of the Commission.

 

DISCUSSION

 

Background

 

Amendments to the class specification are a result of a request by the Municipal Utilities department.

 

Present Situation

 

Amendments were made to the definition, class characteristics, principal duties, qualifications, knowledge, skills, education, experience, other requirement, and physical/mental abilities. The draft classification specification with redlines was completed and sent to the Operating Engineers Local Union No. 3 Public Employees Division bargaining unit on September 5, 2023. A Meet and Confer meeting was held on September 29, 2023, to discuss the proposed changes. A second Meet and Confer meeting occurred on February 27, 2024, to address Union concerns and reach a mutual agreement to the amended classification specification (Attachment A).

 

The approved classification specification was signed by the Director of Human Resources on March 20, 2024, and is included in this report (Attachment B).

 

AUTHORITY

 

Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
