Review and discussion regarding changes to the current term dates and recruitment process to the City’s Boards and Commissions to develop a uniform and consistent process that supports effective governance and practices that are already in place.

Summary

 

As currently stated within the Council Policy Manual (CPM), term and start dates vary and occasionally disrupt the business of the City.  Recruitment practices as stated in the current CPM do not line up with recruitment needs to appoint members timely. Staff is bringing this matter to the Legislation Environmental Committee for review and discussion to look at developing process with can support more effective governance.

 

DISCUSSION

 

Background

 

The City Clerk’s Office has been working diligently for several years to increase the number of applicants to our various Boards and Commissions as well as improve the appointment process to reduce vacancies and achieve consistent quorums. The Pandemic forced the City Clerk’s Office to look at the functionality of the existing Policy and develop recommendations to improve the success of the Boards and Commissions. As the City’s needs change and the process evolves, it is necessary to revisit the policy to ensure the process reflects best practices and the goals of the City Council governance.

 

Present Situation

 

 

CPM Chapter 3.02, §3.02.010 6) VACANCY ANNOUNCEMENTS contains term start and end dates for Council Appointed members are that scheduled to mirror the term of service of the Councilmember and end on December 31st of the terminating year.  This causes a delay in business for bodies who meet monthly while awaiting the appointments from new Councilmembers during the month of January.  It is recommended that an extension of at least 30 days be added (term of service plus 30 days), allowing currently serving members to stay, pending the appointment of a new member.

 

Additionally, recruitment practices in this same section do not line up with current needs.  It is recommended that verbiage is changed to include a minimum of two general recruitments per year, spring and fall, in which all Boards and Commissions are advertised.  Additional recruitment will be held as frequently as needed to cover specific vacancies.
