Adopt a resolution appointing Davis Harper to fill a vacancy for the Ava Community Energy Advisory Committee for a two year term commencing immediately ending December 31, 2025

DISCUSSION

 

Background

 

The Community Advisory Committee (CAC) consists of twelve members (ten appointed by the Board of Directors to represent five service area regions, and two At Large members appointed by the Alameda County Mayors' Conference) plus five Alternates. The committee acts as a liaison between key stakeholders and our Board, holding public committee meetings on a regular basis. The CAC’s members are community stakeholders appointed by the Ava Board of Directors to provide advice and recommendations to the Ava Board. The CAC is not a decision-making entity.

 

The Office of the City Clerk initiated the recruitment to fill the vacancy.

 

1. The City Clerk conducted the initial applicant interviews, which are recorded so that the Council can view from the archive; and,

 

2. The Council makes the appointment at a regularly scheduled Council meeting.

The City Clerk's Office scheduled interviews on February 29, 2024. The following applicants appeared and were interviewed using a list of prepared questions.

2. Mary Elizabeth

 

On March 5, 2024 Mary Elizabeth withdrew her application.

 

 

Present Situation

 

With Davis Harper being the only applicant due to a withdrawal, Council Policy 3.02 Section 11. F. provides that if the number of applicants is less than or equal to the number of vacancies, Council may proceed to fill any number of vacancies from the available list. Subject to Council ratification, it is recommended that David Harper be appointed to fill the vacancy for the City of Stockton for a term commencing immediately and ending December 31, 2025.

 

FINANCIAL SUMMARY

There is no financial impact to the General Fund from this appointment.
