RECOMMENDATION

 

It is recommended that the City Council approve a motion to ratify submittal of the Rebuilding American Infrastructure with Sustainability and Equity Grant application for Connecting Stockton: The California Street Multimodal Corridor project, also known as the California Street Road Diet, Project No. WT18005, in the amount of $25,000,000.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

In December 2022, the Department of Transportation (DOT) published the Notice of Funding Availability (NOFA) for the federally funded Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant.  Funds for the Fiscal Year 2023 RAISE Grant program will be awarded on a competitive basis for surface transportation infrastructure projects that will improve safety, environmental sustainability, quality of life, mobility, and community connectivity.  The California Street Multimodal Corridor project is a strong candidate for the RAISE Grant and is “shovel ready” in that California Environmental Quality Act (CEQA) clearance and design are complete. 

 

On February 23, 2023, the Public Works Department, with support from the Economic Development Department and City Manager’s Office, submitted an application in the amount of $25 million for the California Street Multimodal Corridor project.  The NOFA for the RAISE Grant contained an aggressive application submittal deadline.  Staff worked diligently across departments to submit the application and not miss the funding opportunity.  Staff recommends a motion be approved to ratify submittal of the RAISE Grant to the DOT for Connecting Stockton: The California Street Multimodal Corridor project. 

 

DISCUSSION

 

Background

 

Connecting Stockton: The California Street Multimodal Corridor project, also known as the California Street Road Diet, Project No. WT18005 will implement lane reductions and install Class II, III, and IV bicycle facilities as part of the improvements (Attachment A - Vicinity Map). The project stretches over approximately four miles and will transform California Street into a “complete street” as envisioned in the City’s Bicycle Master Plan.  A complete street accommodates multiple modes of transportation, such as vehicles, bicycles, pedestrians, and mass transit.  The project will include full roadway rehabilitation that includes lane reductions, installation of bicycle facilities, upgraded curb ramps, crosswalks, significant sidewalk replacement, and signal modifications at all signalized intersections.  The project was included in the 2018-23 and 2019-24 Five-Year Capital Improvement Plans (CIP).

 

The Public Works Department has submitted prior grant applications for the California Street Multimodal Corridor project totaling $10,853,500 in funding for design and construction.  Additional funding is needed to complete the project and add other mobility, sustainability, and safety features to provide a complete roadway transformation.

The NOFA for the RAISE Grant contained an aggressive application submittal deadline.  Staff worked diligently across departments to submit the application and not miss the funding opportunity.  Staff recommends a motion be approved to ratify submittal of the RAISE Grant to the DOT for Connecting Stockton: The California Street Multimodal Corridor project.

 

In the event the RAISE Grant application is not successful, the project will move forward with a reduced scope of improvements that eliminates full roadway and sidewalk rehabilitation efforts to constrain the project to the existing $10 million budget.

 

FINANCIAL SUMMARY

 

$10,416,500 in non-federal funding will leverage the City of Stockton’s request for $25 million in Fiscal Year 2023 RAISE Grant funds to build the project.  The Public Works Department has submitted prior grant applications for the project, totaling $10,853,500 in funding for design and construction. 

 

There is no additional impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
