ADOPT A RESOLUTION TO AUTHORIZE THE APPROPRIATION OF $1,000,000 FROM FY 2023-24 YEAR-END DISCRETIONARY FUNDS FOR COUNCIL PRIORITY PROJECTS

It is recommended that the City Council adopt a resolution to:

 

1.                     Allocate and appropriate $850,000 of discretionary Council Priority Project funds as recommended by the Budget/Finance/Economic Development Committee on February 19, 2025, for the Neighborhood Traffic Calming Program (NTMP), Project No. WT16008.

 

2.                     Allocate and appropriate $150,000 of discretionary Council Priority Project funds as recommended by the Budget/Finance/Economic Development Committee on February 19, 2025, for the Gospel Center Rescue Mission Incorporated, a 501(c)(3) organization.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

At the Council meeting on December 3, 2024, the City Council discussed Agenda Item 15.4 - Accept the Fiscal Year 2023-24 Fourth Quarter Budget Status Update, Authorize Budget Amendments, and Make Allocations to General Fund Reserves.  As part of the resolution, the Council authorized the appropriation of $3,000,000 in Council Priority Project Funds and recommended that the specific projects be determined by the Budget/Finance/Economic Development Committee.  At the Council meeting on February 4, 2025, with Resolution 2025-02-04-12-13, the City Council approved Agenda Item 12.13 Adopt a Resolution to Authorize Appropriation of $2,000,000 to Light Up Stockton Project.

 

At the Budget/Finance/Economic Development Committee meeting on February 19, 2025, the committee members prioritized the Neighborhood Traffic Management Program (NTMP) and requested an update for the City Street Re-striping Program. The Committee also prioritized funding to the Gospel Center Rescue Mission Incorporated in the amount of $150,000, with the intent to be brought forward for full City Council consideration.

 

It is recommended that Council adopt a resolution authorizing the transfer of $850,000 from City Council discretionary funds to the Neighborhood Traffic Management Program (NTMP), Project No. WT16008, and $150,000 to the Gospel Center Rescue Mission Incorporated, a 501(c)(3) organization.

 

 

 

DISCUSSION

 

Background

 

The City of Stockton developed the NTMP to address safety, noise, and quality of life issues caused by vehicle traffic on neighborhood streets.  The program offers a formal process for implementing traffic calming measures and includes a toolbox of potential solutions.  Traffic calming is primarily used on local residential, commercial, and minor collector streets, aiming to reduce traffic speed and improve safety.  For arterial roads, non-physical measures like signal timing are used instead.

 

City Street Re-striping is the process of repainting or updating the lane markings, crosswalks, and other pavement markings on roadways.  This maintenance work ensures that traffic flow is properly managed, improves safety for pedestrians and drivers, and complies with updated traffic regulations.  Re-striping may also be done to accommodate changes in traffic patterns, road construction, or to enhance visibility, especially in areas with high traffic volume or frequent accidents.

 

The Budget Committee members recommended allocating $150,000 to the Gospel Center Rescue Mission to address their funding shortfall.  In 2024, Gospel Center Rescue Mission requested assistance with their funding gap.  Their request was denied. 

 

Present Situation

 

The NTMP aims to reduce traffic issues like speeding and cut-through traffic, making neighborhoods safer and more comfortable. The main goal is to improve safety and quality of life by reducing the impacts of speeding, cut-through traffic, and careless driving.  These goals will be achieved through engineering solutions, resident education, targeted police enforcement, and the involvement of residents and city staff in identifying and addressing traffic problems.  The NTMP process involves identifying traffic problems in neighborhoods and developing appropriate solutions.  The City also includes traffic calming in the design of new neighborhoods to prevent future issues.  NTMP anticipates construction for Fiscal Year 2025-26 (Attachment A), and reflects eight locations currently in design phase.  The NTMP is organized by the number on the waitlist, quadrant of the city, neighborhood name, district, application date, and the number of collisions since the application date (Attachment A). 

 

Council requested an update on the current locations for the City Street Re-striping Program. Attachment B identifies streets anticipating construction for Fiscal Year 2025-26 in current design phase and provides a project list for construction in Summer 2025.  The City Re-striping Program (Attachment B) is categorized by location, district, stripping legends total square feet, and stripping lane line total lineal feet.

 

The Gospel Center Rescue Mission Incorporated, founded in 1940, is a Christian nonprofit organization dedicated to serving the homeless and addicted population of San Joaquin County, California.  Operating out of Stockton, it provides eight programs to help over 1,000 individuals daily, including men, women, and children.  The mission focuses on long-term recovery, offering support through addiction treatment, medical care, and spiritual guidance.  The Budget Committee is recommending allocating $150,000 to assist with their funding shortfall. 

 

 

FINANCIAL SUMMARY

 

On December 3, 2024, with Resolution 2024-12-03-1504, the City Council approved the appropriation of $3,000,000 in FY 2023-24 Year-End Discretionary Funds to support Council Priority Projects.  On February 4, 2025, the City Council approved the transfer of $2,000,000 to the Light Up Stockton Project with Resolution 2025-02-04-12-13.

 

According to the recommendations from the Budget/Finance/Economic Development Committee on the remaining $1,000,000 in Council Priority Project funds.  Authorize the transfer of $850,000 from the City Council Discretionary funds to the Neighborhood Traffic Management Program (NTMP), Project No. WT16008.  Authorize the transfer of $150,000 from the City Council Discretionary funds to the Gospel Center Rescue Mission Incorporated, a 501(c)(3) organization to assist with their funding shortfall.  An agreement with the Gospel Center Rescue Mission Incorporated for the use of the funds will be presented to Council for approval at a future date., .
