DISCUSSION
The eligibility list for Supervising Accountant was established on June 3, 2024, with one (1) candidate, and subsequently certified in accordance with the Civil Service Rules and Regulations for Miscellaneous Employees. A supplemental eligibility list was established on August 15, 2024, consisting of ten (10) candidates, also certified according to the same regulations.
Out of the two lists, two (2) individuals were offered the position, and one (1) was hired. Currently, there are seven (7) candidates remaining on both lists, which are set to expire in June and August of this year. However, the department has determined that the remaining candidates do not possess the necessary skills required for the position. As a result, the eligibility lists no longer meet the department's staffing needs.
The Administrative Services Department is requesting the abolition of the current eligibility lists and seeks approval for Human Resources to initiate a new recruitment to establish a new eligibility list for the Supervising Accountant position.
There is currently one (1) vacant Supervising Accountant position and the department aims to fill the vacancy immediately. This request to abolish the eligibility lists is made in accordance with Rule VI, Section 12(c) of the Civil Service Rules and Regulations for Miscellaneous Employees, Abolition of Eligible Lists, as the remaining candidates do not possess the skills required for the role in the City of Stockton Administrative Services Department.
AUTHORITY
The period of eligibility for appointment from eligible lists shall be at the discretion of the Civil Service Commission, but in no case will it exceed three years. (Civil Service Rules and Regulations for Miscellaneous Employees, Rule VI,§ 12(c))
