RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Award a Professional Services Contract to Quality Counts, LLC of Concord, CA, in the amount of $191,980, for Professional Traffic Counts Collection Services, Project No. SEB-23-004.

 

2.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Public Works Department utilizes traffic volume counts, classification counts, and speed zone surveys to: (1) prepare traffic studies in response to citizen requests, (2) update the City’s Traffic Volume Flow and Traffic Index Maps, (3) support grant writing and studies for the City’s Capital Improvement Projects, (4) facilitate traffic signal timing and synchronization, and (5) update speed limit zones throughout the City.  Professional contract services are utilized to supplement staff in obtaining traffic counts and speed zone surveys.

 

On July 20, 2023, the City advertised a Request for Proposals (RFP) for the Professional Traffic Counts Collection Services project. On August 21, 2023, three firms submitted proposals for this project.  The Selection Committee evaluated the proposals and found Quality Counts, LLC of Concord, CA, to be the most qualified and highest ranked firm.

 

Staff recommends that Council approve a motion authorizing the City Manager to execute a Professional Services Contract in the amount of $191,980 to Quality Counts, LLC of Concord, CA.

 

DISCUSSION

 

Background

 

The Public Works Department utilizes traffic volume counts, classification counts, and speed zone surveys to: (1) prepare traffic studies in response to citizen requests, (2) update the City’s Traffic Volume Flow and Traffic Index Maps, (3) support grant writing and studies for the City’s Capital Improvement Projects, (4) facilitate traffic signal timing and synchronization, and (5) update speed limit zones throughout the City.

 

The Professional Traffic Counts Collection Services, Project No. SEB-23-004, was created to supplement staff in obtaining the required traffic counts and speed zone survey data.

 

Present Situation

 

On July 20, 2023, the City advertised an RFP for Professional Traffic Counts Collection Services, Project No. SEB-23-004.  The request for cost proposals required that fees be held constant for two years. On August 21, 2023, three proposals were received from the following firms:

 

                     National Data & Surveying and Services (Sacramento, CA)

 

                     Quality Counts, LLC (Concord, CA)

 

                     Quality Traffic Data, LLC (North Hollywood, CA)

 

The Selection Committee, comprised of Public Works’ staff, evaluated and ranked all proposals based on each firm’s qualifications, experience, ability to perform the work, and rates for various classifications and count services identified in the request for services. Quality Counts, LLC received the highest ranking, based on the noted criteria, and was determined to be the most qualified firm for this project. 

 

It is recommended that Council approve a motion authorizing the City Manager to execute a Professional Services Contract in the amount of $191,980 to Quality Counts, LLC for Professional Traffic Counts Collection Services, Project No. SEB-23-004 (Attachment A). Quality Counts, LLC has agreed to guarantee its rates for two years.

 

Findings

 

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:

 

1.                     The City does not have sufficient staff available for this project.

 

2.                     The scope of services requires a firm with traffic count experience and appropriate equipment.

 

3.                     Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.

 

4.                     The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

 

 

 

FINANCIAL SUMMARY

 

There is sufficient funding available in the Measure K Special Services, Account No. 4510-700-630006-250-252-30-45-000-000, to award a Professional Services Contract in the amount of $191,980 to Quality Counts, LLC of Concord, CA.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
