RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve the filing of Notice of Exemption No. NOE 7-23 under the California Environmental Quality Act (CEQA) for the Brookside North Storm Pump Station Discharge Pipes Rehabilitation, Project No. US20028 (Exhibit 1 to the Resolution).

 

2.                     Approve the project Plans and Specifications for the Brookside North Storm Pump Station Discharge Pipes Rehabilitation, Project No. US20028 (Exhibit 2 to the Resolution).

 

3.                     Award a construction contract of $173,702 to Insituform Technologies, LLC, of Chesterfield, MO, for the Brookside North Storm Pump Station Discharge Pipes Rehabilitation, Project No. US20028 (Exhibit 3 to the Resolution).

 

4.                     Reappropriate funds in the amount of $105,000 from the completed capital project Storm Drain Pump Stations and Forcemains Cathodic Protection Repairs Project US16010 to the Brookside North Storm Pump Station Discharge Pipes Rehabilitation, Project No. US20028.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) operates the Brookside North Storm Pump Station located at 6373 Brook Hollow Circle. The pump station collects stormwater from the north Brookside neighborhood and discharges the water through the levee into 14-Mile Slough with four (4) 24-inch and one (1) 14-inch steel pipelines. The MUD is responsible for stormwater station service and repairs while Reclamation District 2074 is responsible for monitoring and maintaining the Brookside levee.  An inspection following the recent winter storms found water leaking from cracks in three (3) of the stormwater discharge pipes.

 

This action will provide project funding to Insituform Technologies, LLC of Chesterfield, MO to repair the damaged stormwater discharge pipes at the Brookside North Storm Pump Station with a cured-in-place-pipe (CIPP) lining.

 

If approved, this action will authorize the award of a construction contract in the amount of $173,702 to Insituform Technologies, LLC.

 

DISCUSSION

 

Background

 

An inspection revealed cracks in three storm pump station discharge pipes between the pumps and the landside slope of the Brookside levee. The project will repair the pipeline cracks with the installation of CIPP in the lengths of two 24-inch and one 14-inch discharge pipes. The use of CIPP is a common method of trenchless rehabilitation and restoration used to repair pipelines throughout the US. The process will consist of inserting a resin-impregnated flexible tube through the damaged pipe, then inflating the tube to the inside diameter of the pipe using water or air and curing the tube using hot water or steam. During the curing period, the heat activates the resin causing it to harden, creating a newly fitted pipe wall within the original pipe that will last many years. The successful use of trenchless repair will reduce project costs and the complexity of levee excavation, damaged pipe removal and re-installing a new pipe section and levee.

 

Present Situation

 

On March 2, 2023, the MUD advertised the project in the Stockton Record and posted it to the City’s Bid Flash webpage. Additionally, 3,567 notifications were sent through Ask Stockton.

 

A non-mandatory pre-bid conference meeting was held on March 16, 2023, with two (2) prospective bidders in attendance. A field visit was conducted after the pre-bid conference. On Thursday, March 30, 2023, two (2) sealed bids were received and publicly opened by the City Clerk with the following results:

The bid received by the apparent low bidder, Insituform Technologies, LLC is regular in all aspects and compliant with the project specifications.

 

It is recommended that the City Council award a Construction Contract in the amount of $173,702 to Insituform Technologies, LLC for the Brookside North Storm Pump Station Discharge Pipes Rehabilitation, Project No. US20028.

 

Local Employment Ordinance

The contract amount is over $100,000 and subject to the Local Employment Ordinance, which requires that “all City contracts for public works or improvements of the estimated value or City subsidy of $100,000 or more shall contain provisions pursuant to which the contractor promises to make a good faith effort, with the assistance of local labor union hiring halls or community organizations designated by the City to employ qualified individuals who are, and have been for one year prior to the effective date of the contract, residents of Stockton in sufficient numbers so that no less than 50 percent of the contractor’s total construction workforce, including any subcontractor workforce, measured in labor work hours, is comprised of Stockton residents.”

 

The Local Preference Ordinance, which states that “preference shall be given to the purchase of supplies, materials, equipment, and contractual services from local merchants, quality and price being equal,” does not apply to the project because none of the bidders is located within the limits of City of Stockton or San Joaquin County.

 

The project is under $1,000,000 and not subject to the Community Workforce and Training Agreement.

 

Environmental Clearance

 

It has been determined that this project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) guidelines as specified under Article 19, Section 15302, Class 2 (c) of the CEQA guidelines because it concerns the replacement or reconstruction of an existing public facility where the new structure will be located on the same site as the structure replaced. The project will have substantially the same purpose and capacity as the structure replaced.

 

In addition, the proposed project is consistent with the Envision Stockton 2040 General Plan, Land Use Policy 6.3. It improves existing utility services to ensure that all neighborhoods have access to well-maintained public facilities and utilities that meet community service needs.

 

FINANCIAL SUMMARY

 

Funds will be reappropriated in FY 2022-23 from the completed Storm Drain Pump Stations and Forcemains Cathodic Protection Repairs Project (US16010) account to the Brookside North Storm Pump Station Discharge Pipe Rehabilitation Project (US20028) account.

 

There is no impact on the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
