RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to execute a Professional Services Agreement in the amount of $340,400 with Pump Repair Service Company to provide and install a submersible pump and motor for Well 30.

 

It is also recommended that the City Manager be authorized to take appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) provides Stockton residents with high-quality drinking water that meets all State and Federal regulations. The water provided to Stockton residents derives from a combination of surface water and groundwater. The City owns and regularly maintains wells throughout the City of Stockton to ensure adequate and reliable drinking water supply and maintain water pressure in the distribution system.

 

Well 30 is an important supply well in north Stockton. Two bids were received to supply and install the new pump and motor for Well 30. Staff recommends that Council award a Professional Services Agreement in the amount of $340,400 to Pump Repair Service Company.

 

DISCUSSION

 

Background

 

The MUD operates and maintains groundwater wells throughout the City of Stockton to provide Stockton residents with high-quality drinking water that meets all State and Federal drinking water standards and to maintain pressure throughout the distribution system.

 

A groundwater well structure includes the well, which can extend down to 450 feet below ground surface, a submersible pump, motor, and other piping and valve infrastructure. Well 30 is an important well located in north Stockton and one of twenty-one wells in the City. The well requires the replacement of the 2,200 gallon per minute pump and 200 HP motor to ensure adequate and reliable drinking water supply and maintain water pressure in the distribution system.

 

Present Situation

 

On October 30, 2022, the MUD advertised an Invitation to Bids for the purchase and installation of a submersible pump and motor for Well 30 (PUR 23-005). On December 15, 2022, two bids were received. The bid from Amerine Systems, Inc. did not meet all project bid requirements (Equipment not NSF 61 Certified) and was rejected.

The lowest responsive bid from Pump Repair Service Company is regular in all respects and meets all project bid requirements. Staff recommends the City Council approve a resolution to execute a Professional Services Agreement (PSA) with Pump Repair Service Company in the amount of $340,400.

 

LOCAL EMPLOYMENT ORDINANCE

 

The contract amount for this project is more than $100,000 and subject to the Local Employment Ordinance. The Local Employment Ordinance requires all City contracts for public works or improvements of estimated value or City subsidy of $100,000 or more to require contractors to make a good faith effort to employ qualified individuals who are, and have been for one year prior to the effective date of the contract, residents of Stockton in sufficient numbers so that no less than 50 percent of the contractor’s total construction workforce, including any subcontractor workforce, measured in labor work hours, is comprised of Stockton residents.

 

FINANCIAL SUMMARY

 

There are sufficient funds available to award the Professional Service Agreement to Pump Repair Service Company from the MUD Well Production account.

 

There is no impact to the General Fund, or any other unrestricted funds, from this action.
