AUTHORIZE SUBMITTAL OF GRANT APPLICATIONS FOR AQUATIC AND PARK FACILITIES, AND AMEND THE FISCAL YEAR 2022-23 ANNUAL BUDGET

RECOMMENDATION

 

It is recommended that the City Council adopt three resolutions.

 

Resolution No. 1:

 

1.                     Authorize the City Manager to submit grant applications to the California State Parks Local Assistance Specified Grants via the California Department of Parks and Recreation Office of Grants and Local Services for three projects:

 

                     Victory Park Pool Replacement in the amount of $500,000; and

 

                     McKinley Park Renovation in the amount of $1,800,000; and

 

                     Fong Park Improvements in the amount of $1,700,000.

 

2.                     Authorize the City Manager to accept the grant awards, conduct all negotiations, sign, and submit all documents including applications, amendments, and all payment requests, and make all necessary appropriations in compliance with and for the purposes stated in the grant applications.

 

Resolution No. 2:

 

1.                     Approve Notice of Exemption No. NOE03-23 under the California Environmental Quality Act (CEQA) for the renovation of aquatic facilities at Victory Park, McKinley Park, and Fong Park improvements.

 

Resolution No. 3:

 

1.                     Amend the Fiscal Year 2022-23 Annual Budget to appropriate additional funds from the California Department of Parks and Recreation Office of Grants and Local Services in the amount of:

 

                     $500,000 to the Victory Park Pool Replacement, Project No. CR18020, for the replacement of the Victory Park pool; and

 

 

                     $1,800,000 to the McKinley Park Renovation, Project No. WR21017, for the renovation of the McKinley Park pool; and

 

                     $1,700,000 to the Fong Park Improvements, Project No. WP22035.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Local Assistance Specified Grants provide agency and project-specific budget allocations. Although considered grants, they are not competitive in nature and the City is guaranteed the allocated funds. 

 

The approval of the Fiscal Year 2022-23 State Budget Act of 2022 SB 179 included a budget allocation item (“Projects”) specific to the City of Stockton in Section 206: Item Number (13)(E): $4,000,000 to the City of Stockton Aquatic and Park Facilities.

 

The Grant agency requires a resolution for the Projects to be adopted before submission of a grant application for each of the three projects.

 

Staff recommends the submittal of three grant applications in the total amount of $4,000,000 for the Local Assistance Specified Grants. The grant performance period runs from July 1, 2023, through June 30, 2026.

 

Staff also recommends that Council adopt a resolution approving Notice of Exemption No. NOE03-23 under CEQA for the renovation of aquatic facilities at Victory Park, McKinley Park, and Fong Park improvements.

 

DISCUSSION

 

Background

 

The Fiscal Year 2022-23 State Budget included millions of dollars in direct funding to critical programs throughout California. Stockton received a direct allocation through the leadership of local elected officials who recommended legislation to support families in need by strengthening recreation opportunities in Stockton. The legislative action provided an allocation of funds for City of Stockton Aquatic and Park Facilities to expand access to recreation and parks in underserved communities and urban populations.

 

These Local Assistance Specified Grants provide agency and project-specific budget allocations. The Grant agency requires a resolution for the projects to be adopted before submission of a grant application to fund improvements for the Victory Park Pool Replacement, the McKinley Park Renovation, and the Fong Park Improvements projects.  These allocated grants are intended to encourage healthy communities through parks and recreation opportunities. 

 

 

Present Situation

 

The State of California has specified a grant for the City of Stockton Aquatic and Park Facilities project which originated from line items in the State of California Budget for Fiscal Year 2022-23.  The City was awarded $4,000,000 of SB 179 funds for the Projects which can be used for new, repair, and replacement of aquatic and park amenities.  The Projects consist of funding improvements on three City projects.

 

                     Victory Park Pool Replacement, Project No. CR18020 - Staff recommends allocating $500,000 in SB 179 funds to fund the pool house and increase the pool size to accommodate four swim lanes.  The Victory Park Pool Replacement project was included in the Fiscal Year 2021-22.  The current project funding includes Strong Communities (Measure M) and Budget Act 2021 SB 129 funds.

 

                     McKinley Park Renovation, Project No. WR21017 - Staff recommends allocating $1,800,000 in SB 179 funds to fund the pool, pool house renovations, and park amenities.  The park renovations and improvements include: new picnic shelters, new ball fields, new play area, new restroom, basketball courts, futsal courts, soccer fields, new trees, landscaping and irrigation system modification, path lighting, one parking lot modification, parking lot resurfacing, low impact development improvements to the parking lot, swimming pool, and bath house renovations.  The current project funding includes Proposition 68, Strong Communities (Measure M), Budget Act 2021 SB 129, and Transformative Climate Communities funds.

 

                     Fong Park Improvements, Project No. WP13207 - Staff recommends allocating $1,700,000 in SB 179 funds to fund new improvements at Fong Park.  Fong Park is partially built out.  The SB 179 funds would be used to complete the park, and provide funding for the installation of new trees, walkways, lighting, grass areas, and irrigation systems.

 

The State Specified Grant agency requires Council approval of submitting a grant application for the Projects, which consists of an individual application for each of the three projects listed above. The grant applications will require the City to administer and complete plans in accordance with the project scope, procedural guides, and accounting rules.

 

The Projects at the three parks are in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and are categorically exempt from the requirements of CEQA as specified under Section 15301(c) of the CEQA Guidelines. The activities related to these projects constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment. The resolution will approve the filing of Notice of Exemption No. NOE03-23 under CEQA for the Projects.

 

FINANCIAL SUMMARY

 

There is no additional matching fund requirement for the project grants.

 

The following appropriations will provide sufficient funding to complete the Aquatic and Park Facilities projects:

 

                     Increase State Grant Revenue Fund, Account No. 0000-000-430201-300-000-00-00-000-000, in the amount of $4,000,000.

 

                     Appropriate SB 179 funds in the amount of $500,000 to the Aquatic Facilities Renovation and Replacement, Project No. CR18020, Account No. 4540-000-800007-300-000-30-45-000-000, for the replacement of the Victory Park pool.

 

                     Appropriate SB 179 funds in the amount of $1,800,000 to the McKinley Park Renovation, Project No. WR21017, Account No. 4510-000-800007-300-000-30-45-000-000.

 

                     Appropriate SB 179 funds in the amount of $1,700,000 to the Fong Park Improvements, Project No. WP13207, Account No. 4510-000-800007-300-000-30-45-000-000.

 

There is no impact to the City’s General Fund or any other unrestricted funds as a result of taking this recommended action.
