It is recommended that the City Council adopt a resolution to:

 

1.                     Approve Notice of Exemption No. NOE4-22 under the California Environmental Quality Act for the 2020-21 Sanitary Sewer Maintenance Hole Rehabilitation, Project No. UW20011.

 

2.                     Approve the plans and specifications for the 2020-21 Sanitary Sewer Maintenance Hole Rehabilitation, Project No. UW20011.

 

3.                     Award a Construction Contract in the amount of $357,990.91 to Lamassu Utility Services, Inc. of Loomis, CA, for the 2020-21 Sanitary Sewer Maintenance Hole Rehabilitation, Project No. UW20011.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) performs ongoing inspection and maintenance of the City’s sanitary sewer collection system that includes monitoring levels of corrosive gas accumulation, groundwater infiltration, and signs of age and disrepair. The MUD identified 25 sanitary sewer maintenance holes throughout the City that are severely deteriorated due to either high corrosive gas levels or high groundwater infiltration levels (Attachment A - Vicinity Map). The 2020-21 Sanitary Sewer Maintenance Hole Rehabilitation project addresses this deterioration by repairing and sealing the interior surface of the 25 sanitary sewer maintenance holes. The project was included in the 2022-27 Five-Year Capital Improvement Plan (CIP).

 

On January 19, 2023, the City received four bids for this project. The lowest bid from Paulson Cox Construction, Inc. was deemed irregular due to failure to meet the 30 percent minimum requirement of contract work to be performed by the prime contractor.

 

Staff recommends award of the Construction Contract to the second lowest responsible bidder, Lamassu Utility Services, Inc., in the amount of $357,990.91. Staff also recommends that Council adopt a resolution approving Notice of Exemption No. NOE4-22 under the California Environmental Quality Act (CEQA) and approving the plans and specifications for the project. Construction is anticipated to be completed by winter 2023.

 

 

DISCUSSION

 

Background

 

The MUD performs ongoing inspection and maintenance of the City’s sanitary sewer collection system, with an emphasis on the larger diameter lines.  The large diameter pipe inspection program consists of monitoring levels of corrosive hydrogen sulfide gas, groundwater infiltration, and signs of age and disrepair.  Trunk lines and associated maintenance holes with patterns of high corrosive gas levels are the highest priority for rehabilitation. The MUD’s inspection and maintenance program also includes visual inspection of maintenance holes to identify brick and mortar cracking that can lead to accelerated groundwater infiltration and rapid deterioration.

 

The MUD identified 25 sanitary sewer maintenance holes throughout the City that are severely deteriorated due to either high corrosive gas levels or high groundwater infiltration levels, which are high priority for rehabilitation (Attachment A - Vicinity Map).  The project was included in the 2022-27 Five-Year CIP.

 

The 2020-21 Sanitary Sewer Maintenance Hole Rehabilitation project is designed to eliminate infiltration, repair voids, restore structural integrity, and provide corrosion protection to the 25 sanitary sewer maintenance holes identified by the MUD’s inspection program.  Rehabilitation of the 25 sanitary sewer maintenance holes includes removing and replacing damaged material and applying an epoxy coating to the wall surfaces of the existing maintenance holes.  This method allows the rehabilitation to be done with minimal excavation and impact and is anticipated to extend the sanitary sewer maintenance hole service life a minimum of 25 years.  The work is highly specialized, and all personnel involved with the repair and epoxy coating process must be certified by the manufacturer, have extensive experience, and safety training.

 

On July 13, 2022, the 2020-21 Sanitary Sewer Maintenance Hole Rehabilitation, Project No. UW20011, was advertised for bids. On August 11, 2022, one bid was received. On October 18, 2022, pursuant to Stockton Municipal Code (SMC) section 3.68.160(B), Council approved Motion No. 2022-10-18-1205 to reject the bid received and to rebid the project.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA). The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date. On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024.  The CWTA was not applied to this project as the project is under $1 million.

 

Present Situation

 

On November 29, 2022, the 2020-21 Sanitary Sewer Maintenance Hole Rehabilitation, Project No. UW20011, was advertised for bids.  On January 19, 2023, four bids were received with the following results:

The requirements of SMC section 3.68.090, Local Business Preference, apply to this project. Application of the Local Business Preference has no effect on the bid order. The Local Employment Ordinance, SMC section 3.68.095, also applies to this contract.

 

The lowest bid from Paulson Cox Construction, Inc. was deemed irregular due to failure to meet the 30 percent minimum requirement of contract work to be performed by the prime contractor. The bid from Lamassu Utility Services, Inc., the second lowest responsible bidder, is regular in all respects.  Lamassu Utility Services, Inc. has the proper license to perform the work.

 

Staff recommends Council approve the plans and specifications for the project and award a Construction Contract to Lamassu Utility Services, Inc. of Loomis, CA, in the amount of $357,990.91.

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15301(c) of the CEQA Guidelines. The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment. The resolution will approve the filing of Notice of Exemption No. NOE4-22 under CEQA.

 

Construction is anticipated to be completed by winter 2023.

 

FINANCIAL SUMMARY

 

There are sufficient funds available in the Wastewater Utility Account No. 6518-000-800007-610-612-00-65-000-000, Project No. UW20011 (formerly M20011), to award a Construction Contract to Lamassu Utility Services, Inc. in the amount of $357,990.91.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
