RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing Contract Amendment No. 1, in the amount of $52,250, with Luhdorff & Scalmanini Consulting Engineers for additional services at Water Well No. 33, Project No. UH22005.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

On May 13, 2022, the City entered into a professional services agreement with Luhdorff & Scalmanini Consulting Engineers (LSCE), in the amount of $65,640, for the Comprehensive Well Evaluation at Water Well No. 33 (Attachment A). The contract was administratively approved by the City Manager as its amount was below the $100,000 spending authority.

 

Due to a changed site condition, LSCE submitted Contract Amendment No. 1 (Exhibit 1 to the Resolution) increasing the amount by $52,250 (Attachment B). This increased amount requires City Council approval, as the contract amount will total $117,890,  exceeding the City Manager’s spending authority.

 

DISCUSSION

 

Background

 

In 2008, the Municipal Utilities Department (MUD) Water Well No. 33 was constructed to provide potable water within the proposed Cannery Park development in northeast Stockton. Due to the economic slowdown in the following years, the project was not completed. The undeveloped well has remained in an inactive status for the past 13 years. The physical condition of the well, its water quality, and production capacity require a qualified evaluation prior to further development. 

 

The original services under the current contract include conducting a comprehensive evaluation of the well. Luhdorff & Scalmanini Consulting Engineers is responsible for the well evaluation including performing a video survey of the well casing and screens, conducting a pump test to assess the capacity of the well, and water quality sampling.

 

 

 

 

Present Situation

 

The initial video of the well revealed a previously unknown inner casing covering the upper screen interval. This casing was not shown on previous drawings and needs to be removed so that the screen interval in this area can be inspected.

 

Contract Amendment No. 1 includes the removal of the existing 18-inch inner casing and video inspection of the upper two screen sections of the well that were not visible during the initial videotaping. The scope also includes airlifting the accumulated debris from the well, chlorinating the well, and reinstalling the inner casing.

 

The revised final completion date for this contract is December 31, 2023.

 

FINANCIAL SUMMARY

 

There are sufficient funds available in the Water Capital Improvement Project UH22005 to pay for the additional cost of $52,250.
