RECOMMENDATION

 

It is recommended that the City Council adopt a resolution:

 

1.                     Approving the plans and specifications for the Request for Proposals for the Source Testing for the Stockton Regional Wastewater Control Facility (PUR 23-003).

 

2.                     Authorizing a five-year contract with Best Environmental of Livermore, California, to provide cogeneration engine system testing services for a total amount not-to-exceed $201,350.00.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Municipal Utilities Department (MUD) operates the Regional Wastewater Control Facility (RWCF) for wastewater treatment. The MUD RWCF holds a Title V Permit with the San Joaquin Valley Air Pollution Control District for equipment located onsite that requires testing on a periodic basis. This equipment includes three (3) digester gas fired Cogeneration Engines tested biennially, two (2) Bioscrubbers tested annually, and annual testing of fuel used to operate the Cogeneration Engines.

 

If approved by Council, this resolution will authorize the City Manager to execute a five-year contract with Best Environmental for Cogeneration System testing services in the amount of $201,350.00.

 

DISCUSSION

 

Background

 

The MUD operates three (3) 1,408 horsepower, Waukesha L7042GLD internal combustion engines.  While in active status, they are required to be source tested every 24 months. The MUD also operates two (2) Harrington Environmental Engineering Bioscrubbers. These Bioscrubbers require annual source testing for ammonia (NH3) emissions from each of the outlets. The fuel used to operate the cogeneration engines is a byproduct of digested biosolids and sulfur testing is required annually.

 

 

 

Present Situation

 

A request for Proposals for Source Testing for the Stockton Regional Wastewater Control Facility (PUR-23-003) was publicly advertised on October 6, 2022, in The Record and on the City’s Bid Flash webpage. 

 

On November 17, 2022, sealed proposals were received by the City Clerk’s office.  One proposal was received by email prior to this date with the following results:

The bid was regular in all respects and meets the MUD needs.  Best Environmental is the current vendor for source testing services and has an excellent performance history with the City. 

 

Staff recommends approving a five-year contract with Best Environmental of Livermore, California for the not-to exceed amount of $201,350.00.

 

FINANCIAL SUMMARY

 

The FY 2023-24 Annual Budget will include sufficient budget in the Wastewater Operations Special Services account for the proposed cost for source testing services. Costs for the subsequent years will be budgeted in the same account, subject to Council approval, during the annual budget development process.

 

There is no impact to the General Fund, or any other unrestricted fund, from this action.
