ADOPT RESOLUTION TO AUTHORIZE SUBMITTAL OF GRANT AGREEMENT TO THE DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Authorize the City Manager to submit a grant agreement to the California Department of Resources Recycling and Recovery Rubberized Pavement Grant Program for an amount not to exceed $250,000.

 

2.                     Authorize the City Manager, or his designee, to submit future grant agreements and execute all necessary California Department of Resources Recycling and Recovery grant-related documents for a period of five years from the adoption date of this resolution.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Public Works Department will apply for the California Department of Resources Recycling and Recovery (CalRecycle) grant funding of up to a maximum of $250,000 for using rubberized chip-seal material in future street re-surfacing projects. The CalRecycle grant process requires the City to have an adopted resolution authorizing the City Manager or his designee to execute all CalRecycle grant-related documents. There are no matching requirements to receive funds from this program.

 

The submittal of the grant agreement requires the signature of the City Manager and is due to CalRecycle by November 9, 2022, for grant acceptance.

 

DISCUSSION

 

Background

 

Since 2006, the City has applied for and successfully secured six grants from CalRecycle, totaling $1,054,000. The grants received were for the use of recycled waste tires in pavement resurfacing programs, such as the overlays and cape-seal projects. The use of recycled waste tire rubber in the asphalt binder on various pavement resurfacing projects has proven to significantly enhance the performance of the pavement. It is also considered to be environmentally friendly due to its recycling benefits. Since 2006, the City has diverted a total of 280,231 passenger tire equivalents from the waste stream using rubberized asphalt.

 

CalRecycle requires that all grant documents submitted by the City be authorized by Council resolution. This requirement can be met by adopting a resolution authorizing the City Manager or his designee to execute grant-related documents for a period of no more than five years.

 

Present Situation

 

The Public Works Department will apply for CalRecycle grant funding for using rubberized chip-seal material in the future street re-surfacing projects. The total grant available is up to $250,000 and is dependent on the actual amount of recycled material that will be used in the projects. The grant proceeds will be placed into the City's Special Grants Fund (280) for future allocation to resurfacing projects and account(s).

 

The project's grant agreement form requires the City Manager's signature and must be returned to CalRecycle by November 9, 2022. A resolution must be adopted for the signature to be valid, giving the City Manager signing authority.

 

FINANCIAL SUMMARY

 

The recommended actions will authorize the City Manager, or his designee, to execute the upcoming Rubberized Pavement Grant Program agreement with CalRecycle, make the necessary appropriations, and undertake any other financial actions appropriate to secure and spend the funding. Further, the recommendation is to continue this authority for future CalRecycle grant submissions for a period of five years from the date Council adopts the resolution. There are no matching requirements to receive funds from this program.

 

There is no impact to the City's General Fund or any other unrestricted fund as a result of taking the recommended action.
