It is recommended that the City Council approve a motion authorizing the City Manager to:

 

1.                     Execute an agreement with the Community Partnership for Families of San Joaquin in the amount of $450,000 to provide Community Programs and Services for residents of Stockton.

 

2.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 to justify and support an exception to the competitive bidding process.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

On May 4, 2017, the City advertised a Request for Proposals (RFP) for the delivery of services designed to build strong, resourceful and financially self-sufficient families through a variety of community programs and services available to all residents of the City of Stockton.  Two agencies submitted proposals for this program, and a Selection Committee evaluated both proposals and recommended the Community Partnership for Families of San Joaquin (CPFSJ) as the top-ranked applicant. In May of 2017, with motion 2017-10-03-1103, City Council approved a contract with Community Partners for Families of San Joaquin, which is now set to expire in October 2022.

 

Due to the success of the program and partnership with the CPFSJ, staff recommends that Council approve a motion authorizing the City Manager to execute a new agreement with the CPFSJ for three years in the amount of $450,000 with three one-year options for extension (Attachment A).

 

DISCUSSION

 

Background

 

Founded in 1998 in Stockton, California, the CPSJ has partnered with neighborhood groups, faith-based organizations, schools, businesses, and public and private health agencies to improve the quality of life for families by working to end the cycle of generational poverty in San Joaquin County.

 

The CPFSJ provides accessible and responsible family-friendly services through its Family Resource Centers. These centers provide services tailored to the needs of families living in the neighborhoods.  Services are focused on building financially self-sufficient families and supporting at-risk youth to reduce juvenile crime and delinquency.  Individualized services for families may include job finding, health care and childcare services based on the assessed needs.  Families and individuals are assessed for needs in a variety of areas, including employment, education, housing, food, child safety, health, legal issues and violence.  Referrals for service are made as appropriate. 

 

The CPFSJ services are results-oriented and support families and the larger community’s quest towards financial self-sufficiency. Within each Family Resource Center, the CPFSJ offers a clear approach to building strong, resourceful, and financially self-sufficient families.  The CPFSJ’s utilizes a research-informed approach to increase family strengths, enhance child development and reduce the likelihood of child abuse and neglect.

 

On May 4, 2017, the City advertised a Request for Proposal (RFP) to provide services designed to build strong, resourceful and financially self-sufficient families through a variety of community programs and services available to all residents of the City of Stockton.

 

On May 25, 2017, two proposals were received from the following agencies:

 

                     Community Partnership for Families of San Joaquin (Stockton)

                     The Table Community Foundation (Stockton)

 

A Selection Committee evaluated and ranked all proposals based on each organization’s understanding of work program and services to be provided, experience with similar kinds of work, qualifications of the proposed team, project approach, cost and local preference. The CPFSJ received the highest ranking, based on the noted criteria, and was determined to be the most qualified agency for this program. 

 

Present Situation

 

During 2020-2021, the CPFSJ served 7,183 families and 6,988 individual youth. Of the 7,183 families engaged, 3,122 had children or included an expecting parent. 2,630 of those families had at least one child aged 7-18, which translated to 6,505 children receiving services, 4,735 of which were ages 7-18.

 

To provide an example of the work done with children ages 7-18, the CPFSJ sampled 381 youth served during 2020-2021 and share the following results:

 

                     A decrease in Child Protective Services involvement, from 50% baseline to 31.3% during participation with CPFSJ.

                     A decrease in arrest rate from 35.7 baseline to 10.7 during participation.

                     Youth engaged in receiving support from CPFSJ did not violate probation, or were not suspended or expelled from school.

 

Pursuant to Stockton Municipal Code (SMC) section 3.68.070 subsection A (4), Council may approve findings which support an exception to the competitive bidding process for Sole Source Vendors. These findings include:

 

1.                     The CPFSJ has operated continuously in Stockton since it was founded in 1998.

 

2.                     On May 4, 2017, the City advertised a Request for Proposals (RFP) for the delivery of Community Programs and Services designed to build strong, resourceful and financially self-sufficient families through a variety of community programs and services available to all residents of the City of Stockton.  The CPFSJ received the highest ranking based on proposal criteria and was determined to be the most qualified agency.

 

3.                     The City does not have the staff, expertise, resources, or capacity to provide these types of services to our community.

 

4.                     CPFSJ’s utilizes the Strengthening Families Protective Factors Framework, a research-informed approach designed to increase family strengths, enhance child development and reduce the likelihood of child abuse and neglect.

 

5.                     The CPFSJ has invested significant time and resources to establish their Family Resource Centers and has demonstrated success in building relationships and delivering services to the Stockton community.

 

6.                     Continuing to support services with the CPFSJ is in alignment with Council priority goals to develop business incentives and tools for underserved neighborhoods, job placement, and working with partners to improve the quality of life in our community. 

 

It is recommended that Council approve a three-year agreement in the amount of $450,000 with the Community Partnership for Families of San Joaquin. The agreement offers three one-year options for extension. 

 

FINANCIAL SUMMARY

 

There are sufficient funds available in the General Fund Non-Departmental, Community/Program account to award $135,000 for FY 2022-23.  Funding for the subsequent years will be budgeted in the same account and subject to Council approval during the annual budget development process.
