RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve a homelessness concept statement to be presented to the San Joaquin County Administrator for feedback prior to submitting a formal one-time capital outlay grant request at some point during the first quarter of 2022.

 

2.                     Approve and authorize the City Manager, or his designee, to submit a concept statement to the San Joaquin County Administrator.

Summary

 

The County of San Joaquin is making available a one-time capital outlay grant opportunity for the City of Stockton to assist with expanding low barrier bed inventory in the City.

 

DISCUSSION

 

Background

 

The County of San Joaquin is making available a grant opportunity for a one-time Capital Outlay Project to address homelessness. The project will need to align with the Continuum of Care definition of low barrier shelter. The project will need to include the location, operator and provide a 3-5-year operating fund.

 

Present Situation

 

Concept Statement

To meet the parameters set by the County of San Joaquin, the City will issue a NOFA to solicit proposals from entities that have the capability to create low barrier shelter beds. The project proposals will include background information, project overview, timeline for implementation, number of new beds created, budget detail and qualifications of the proposer.

 

The NOFA will include information that $6.5 million in Capital Outlay Funds as well as the Council approved $3.6 million of American Rescue Plan Act funds would be available to support the operating requirements of the addition of up to 200 low barrier shelter beds. These beds would be intended to be additive to the City’s already existing low barrier bed inventory.

 

The City would commit to managing the grant but will not be seeking to purchase property, manage the site or otherwise engage in operating shelter beds. Proposers would need to have the necessary financial capability to complete the project on a reimbursement basis.

 

Upon successful completion of the NOFA process, staff will bring back to Council for its approval, the final negotiated proposals in a package that can be formally submitted to San Joaquin County as a one-time capital outlay funding grant request.

 

FINANCIAL SUMMARY

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action. Successful proposers will need to possess the financial capacity to deliver projects within an expense reimbursement process.
