RECOMMENDATION

 

It is recommended that the City Council approve a resolution:

 

1.           Approving findings pursuant to SMC 3.68.070 for an exception to the competitive bidding process; and

 

2.           Authorizing the Delta Pump Company (Co.) bid to rebuild Biotower #3 wastewater pump at the Regional Wastewater Control Facility that exceeds the Council limit.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of the resolution.

Summary

 

The Municipal Utilities Department (MUD) operates and maintains the Regional Wastewater Control Facility (RWCF). The RWCF treats wastewater using biotower filtration systems and returns the treated water to the City’s settling ponds in accordance with all State and Federal regulations.

 

Under normal operations, sewer pump rebuilds are part of the regular maintenance program required to keep the treatment plant in operation. Delta Pump Co. was next on the MUD rotating vendor list (Resolution 2017-04-11-1107) and provided a bid for $81,254.68 to rebuild Biotower #3 wastewater pump in accordance with MUD Directive FIN-12 Policy and Procedures for Contractor Pool and Rotating Pool Lists. The bid received from Delta Pump Co. is responsive and regular in all aspects.

 

It is recommended that Council approve an exception to the competitive bidding process.  It is also recommended the bid of $81,254.68 to be accepted from Delta Pump Co., Stockton. When completed, the re-installation of the pump will be performed by the MUD maintenance staff.

 

DISCUSSION

 

Background

 

The City owns and operates the RWCF to receive, treat, and discharge wastewater to the San Joaquin River from the greater Stockton area. Biotower systems provide biological treatment of the wastewater as part of the treatment process.

 

Biotowers use wastewater pumps to move treated effluent to tertiary treatment at the RWCF. The pumps at the RWCF are rebuilt and reused to extend the useful life of the pump in accordance with a pump maintenance program.

 

Present Situation

 

The solicitation of bids for pump rebuild work requires the qualified vendor to physically receive, dismantle, and inspect the pump to provide an accurate quotation for work. Solicitation of multiple bids for pump rebuilds is an unreasonable burden of labor on City staff and vendors on the rotating vendor list.

 

In accordance with MUD Directive FIN-12 Policy and Procedures for Contractor Pool and Rotating Pool Lists, the MUD maintenance staff solicited one bid for materials and service to rebuild the 300-horsepower pump for Biotower #3. The following bid was received:

Delta Pump Co. submitted the bid in accordance with City of Stockton Directive FIN-12 Policy and Procedures for Contractor Pool and Rotating Pool Lists, totaling $81,254.68 (Attachment A). Upon completion of service, the MUD maintenance staff will replace the Biotower #3 wastewater pump.

 

The pump requiring service was delivered to Delta Pump Co. for inspection and the subsequent quotation for rebuild services. Following the submission of the quote, the pump has remained with the vendor while waiting for a purchase order for services.

 

Findings

 

Pursuant to Stockton Municipal Code Section 3.68.070, Council may approve findings which support and justify an exception to the competitive bidding process. The following findings support an exception:

 

1.           This specialized major mechanical, pump, and motor repair work requires a qualified vendor with the necessary skill to physically receive, dismantle, and inspect the pump.

 

2.           City Council established a rotating vendor list under Resolution 2017-04-11-1107, based on demonstrated performance, technical knowledge, and compliance with City requirements which allows the City to handle specialized repairs in an efficient manner.

 

3.           City of Stockton MUD Directive FIN-12 Policy and Procedures for Contractor Pool and Rotating Pool Lists establishes the quote solicitation process for this nature of work and the vendor has complied with that process.

 

FINANCIAL SUMMARY

 

The FY 2021-22 Annual Budget includes sufficient appropriation in the Wastewater Utility Fund, Maintenance division to award the bid in the amount of $81,254.68.

 

There is no impact to the City’s General Fund or to any other unrestricted fund because of the recommended action.
