RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve the Notice of Exemption No. NOE39-21 under the California Environmental Quality Act for the Stribley Ballfield Lighting, Project No. WP21027.

 

2.                     Approve the plans and specifications for the Stribley Ballfield Lighting, Project No. WP21027.

 

3.                     Transfer funds in the amount of $155,000 from the Removal of City Street Trees and Stumps, Project No. WP21024 (formerly PW2124), Account No. 4550;100-000, to the Stribley Ballfield Lighting, Project No. WP21027, Account No. 4540;300-000. 

 

4.                     Award a Construction Contract in the amount of $312,960 to Royal Electric Co. of Sacramento, CA, for the Stribley Ballfield Lighting, Project No. WP21027.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Stribley Ballfield Lighting project will restore lighting to all four baseball fields at the park.  The project includes a full replacement of the lighting system, including new steel poles and LED fixtures.

 

On May 13, 2021, the City received two bids for this project.  Staff recommends award of the Construction Contract to the lowest responsive bidder, Royal Electric Co., in the amount of $312,960.  Staff also recommends that Council adopt a resolution approving Notice of Exemption No. NOE39-21 under the California Environmental Quality Act (CEQA) and approving the plans and specifications for the project.  Construction is anticipated to begin after the baseball season in fall 2021 and will be completed by the end of the calendar year, weather permitting.

 

DISCUSSION

 

Background

 

The ballfield lighting system at Stribley Park was originally repurposed from Billy Hebert Field during the 1990’s.  Since installation, the wiring and electrical components have been stolen several times.  Currently, the lighting system is inoperable and funding for repairs has not been available.  The proposed Stribley Ballfield Lighting project will restore lighting to all four baseball fields at the park.  The project includes a full replacement of the lighting system, including new steel poles and LED fixtures.

 

On November 17, 2020, by Resolution No. 2020-11-17-1405, Council allocated $3.4 million in discretionary funding for park and tree improvement projects, including the restoration of the ballfield lighting at Stribley Park. 

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA).  The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date.  On July 16, 2019, by Motion No. 2019-07-16-1403, Council extended the CWTA term to August 25, 2024.  The CWTA was not applied to this project as the engineer’s estimate was under $1 million.

 

Present Situation

 

On April 30, 2021, the Stribley Ballfield Lighting, Project No. WP21027, was advertised for bids.  On May 13, 2021, two bids were received with the following results:

The bid from Royal Electric Co., the lowest responsive bidder, is regular in all respects.  Royal Electric Co. has the proper license to perform the work.  Staff recommends Council approve the plans and specifications for the project and award a Construction Contract to Royal Electric Co. of Sacramento, CA, in the amount of $312,960.

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code, section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15301(b) of the CEQA guidelines.  As a result, the project has been granted a Notice of Exemption.  The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment.  The resolution will approve the filing of Notice of Exemption No. NOE39-21 under CEQA.  Construction is anticipated to begin after the baseball season in fall 2021 and be completed by winter 2021, weather permitting.

 

FINANCIAL SUMMARY

 

To complete this project, staff recommends transferring funds in the amount of $155,000 from the Removal of City Street Trees and Stumps, Project No. WP21024 (formerly PW2124), Account No. 4550;100-000, to the Stribley Ballfield Lighting, Project No. WP21027 (formerly PW2127), Account No. 4540;300-000.

 

With the transfer of funds, there will be sufficient funding available in the Stribley Ballfield Lighting, Project No. WP21027 (formerly PW2127), Account No. 4540;300-000, to award a Construction Contract in the amount of $312,960 to Royal Electric Co.

 

There is no additional impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
