RECOMMENDATION

 

It is recommended that the City Council approve a motion to purchase 30 Bosch IP cameras and hardware from Ojo Technology, Inc. of Fremont, CA, in the total amount of $79,865.14.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Traffic Signal Control System Program, Project No. WT15022, is a multi-year project budgeted in the 2020-25 Five-Year Capital Improvement Plan (CIP).  The Traffic Signal Control System Program is used to provide necessary upgrades to the City’s Traffic Signal Management System which includes traffic signal controllers and cameras, together with other system hardware and software components.  Public Works has used cameras at signalized intersections to monitor traffic.  Cameras have also been installed for the Police Department in strategic locations for monitoring safety and security.  Today, the City has 377 cameras at various locations citywide.  Recently, staff identified 30 cameras that need upgrading to high-definition IP-based digital cameras.  

 

On February 25, 2021, the City requested bids for the purchase of 30 Bosch IP cameras. On March 18, 2021, six bids were received.  Ojo Technology, Inc. submitted the lowest bid. The recommended motion authorizes the purchase of 30 Bosch IP cameras and hardware from Ojo Technology, Inc. in the total amount of $79,865.14.

 

DISCUSSION

 

Background

 

The Traffic Signal Control System Program, Project No. WT15022, is a multi-year project budgeted in the 2020-25 Five-Year CIP.  The Traffic Signal Control System Program is used to provide necessary upgrades to the City’s Traffic Signal Management System which includes traffic signal controllers and cameras, together with other system hardware and software components.  Public Works has used cameras at signalized intersections to monitor traffic since the mid-1990’s. Traffic monitoring allows the City to remotely diagnose field conditions and adjust timing of signals to improve traffic flows. Since 2003, cameras have also been installed for the Police Department in strategic locations for monitoring safety and security. This has included the installation of cameras in parks, community centers, and neighborhood “hot spots” through the use of wireless camera technology.  The City continues to expand the camera system with various roadway improvements, City building projects, and development projects. Today, the City’s existing security and traffic video monitoring system includes 377 cameras at various locations citywide and is used by both the Public Works and Police Departments to monitor traffic, safety, and security.

 

Several of the 377 cameras are obsolete and require constant maintenance. Staff from the Public Works and Police Department have identified 30 cameras that need upgrading to high-definition IP-based digital cameras (Attachment A).

 

Present Situation

 

A Notice Inviting Bids for the purchase of 30 Bosch IP cameras and hardware was published in The Record on February 25, 2021. An additional notification about the bid opportunity was e-mailed through Ask Stockton.

 

On March 18, 2021, six bids were received with the following results:

Stockton Municipal Code section 3.68.090 gives a five percent bid preference to businesses located within the City of Stockton, and a two percent bid preference to businesses located within San Joaquin County.  Application of the Local Business Preference has no effect on the bid order.

 

The bid from Ojo Technology, Inc. meets the bid specification.  It is recommended that Council approve a motion authorizing the purchase of 30 Bosch IP cameras and hardware from Ojo Technology, Inc. in the total amount of $79,865.14 (Attachment B).  Installation of the cameras will be completed by a separate contract.

 

FINANCIAL SUMMARY

 

There are sufficient funds available in Traffic Signal Control System Program, Project No. WT15022 (formerly Project No. PW1522), Account No. 4570-000-800007-300-000-30-45-000-000, for the purchase of 30 Bosch IP cameras and hardware from Ojo Technology, Inc. in the total amount of $79,865.14.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
