Summary
In 2016, Stockton’s voters approved the Strong Communities Initiative (Measure M), a 16-year, ¼ cent special transactions and use tax. The City Council adopted expenditure priorities and established an expenditure plan for the Measure M revenues. This item is presented for the Committee’s review and discussion of the expenditure plan and priorities.
Background
In November 2016, Stockton’s voters approved the Strong Communities Initiative (Measure M), a 16-year, ¼ cent special transactions and use tax to restore and expand library and recreation services. Revenues began coming to the City in April 2017, and the City Council adopted expenditure priorities and an expenditure plan in August 2017.
At the time the priorities were adopted, staff indicated that the expenditure plan would be regularly updated as actual revenues and expenditures were posted, and project estimates were refined. The expenditure plan was updated a second time and presented to the City Council on January 29, 2019. Updates to the expenditure plan were most recently presented to the City Council with the FY 2020-21 Annual Budget. The latest version includes updated forecasts for sales tax revenues, Long-Range Financial Plan variables, and updated capital project costs. Attachment A lays out the most recent 16-year expenditure plan by expenditure category and lists planned capital projects.
Restoration of library and recreation services is a key element of the expenditure plan that includes increasing library and community center hours on evenings and weekends. The revised Strong Communities Expenditure Plan seeks to create a balanced, affordable, and deliverable set of projects that adhere to the Strong Communities guiding principles:
• Restore services
• Priority for programs and projects that have high community benefit
• Wherever possible, improve existing assets
• Focus on underserved areas
• Leverage partnership and funding opportunities
