RECOMMENDATION

 

It is recommended that the City Council adopt a resolution ratifying the appointment of Kevin Redick to complete the unexpired term on the Community Development Committee as the District 2 appointee.

Summary

 

Having absences exceeding 25% of the regularly scheduled Community Development Committee meetings in any 12-month period, the position filled by Richard Walker is considered vacated as prescribed in Council Policy 3.02.010.  Vice Mayor Wright was informed of this and was provided with applications for review.  At this time Vice Mayor Wright is nominating Kevin Redick to complete the remaining term as the District 2 appointment.

 

DISCUSSION

 

Background

 

The Community Development Committee is a seven-member advisory committee that provides the Council with recommendations on the planning and use of funds that the City receives from the U.S. Department of Housing and Urban Development, including Community Development Block Grant, HOME Investment Partnerships Program, and Emergency Solutions Grant funds.

 

As provided for in the Council-adopted Citizen's Participation Plan, appointments to the Community Development Committee are made by each of the six Councilmembers and the Mayor, with selections ratified by the full Council. Appointments are for four years, except when an appointee is filling the remaining term of a vacated position. The only requirement to serve on the Committee is that the applicant must be a resident of the City of Stockton.

 

Present Situation

 

Excused absences shall include illness or other medical reasons, work related conflicts and scheduled vacations when notice is provided at least 30 days in advance. The Chairperson of the Commission shall determine if the absence is excused; provided a commissioner, prior to the meeting, provides reasonable notice, including 30 days’ notice of scheduled vacation. Mr. Walker has not followed guidance outlined in the City’s attendance policy for Boards and Commissions and therefore has self-vacated his position. Vice Mayor Wright was notified of attendance concerns and the process for replacement was initiated.

 

After review of qualified applications available, Vice Mayor Wright has nominated Kevin Redick to complete the remaining term as the District 2 appointment to the Community Development Committee. The unexpired term will commence upon appointment and end September 30, 2021.

 

FINANCIAL SUMMARY

 

Members of the Community Development Committee do not receive remuneration. There is no financial impact to the General Fund in making this appointment.
