Summary

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources to amend the classification specification for Plant Operator/Senior Plant Operator. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file with the Secretary of the Commission.

DISCUSSION

Background

The changes to this class specification are a result of a request by the Municipal Utilities Department (MUD). The classification specification for Plant Operator/Senior Plant Operator was last updated on February 1, 2014.

Present Situation

Changes to the Plant Operator/Senior Plant Operator classification specification (Attachment A) include updating the class characteristics, principal duties, minimum qualifications, other requirements, knowledge, skills, and the physical/mental requirements. The approved classification specification was signed by the Interim Director of Human Resources on September 28, 2020 and is included in this report (Attachment B).

The draft class specification was provided to the Operating Engineers’ Local No 3 (OE3) unit for review and concurrence on July 13, 2020. A meeting was held on August 6, 2020 in which MUD and OE3 discussed the proposed changes. A re-cap memo was sent to the OE3 on September 9, 2020 summarizing the meeting discussion and resolution. On September 10, 2020 OE3 responded to the proposed amendments. The request was reviewed by the MUD and a final response was sent to OE3 on September 21, 2020.

AUTHORITY

Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
