RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve the filing of Notice of Exemption No. NOE44-20 under the California Environmental Quality Act (CEQA) for the Sanitary Sewer Pump Stations and Forcemains Cathodic Protection Improvements, Project No. M17014 (Exhibit 1 to the Resolution).

 

2.                     Approve the plans and specifications for the Sanitary Sewer Pump Stations and Forcemains Cathodic Protection Improvements, Project No. M17014.

 

3.                     Award a Construction Contract in the amount of $562,098 to Piping and Corrosion Specialties, Inc. of Millersville, Maryland, for the Sanitary Sewer Pump Stations and Forcemains Cathodic Protection Improvements, Project No. M17014 (Exhibit 2 to Resolution).

 

It is also recommended that the City Manager be authorized to take appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

This project will improve the corrosion protection systems at nine (9) sanitary sewer pump stations and three (3) sanitary sewer interceptors.

 

A survey conducted at these facilities revealed that most Cathodic Protection (CP) systems were either depleted or non-functional.

 

As part of the FY 2016-21 Capital Improvement Program, this project aims to replace the existing CP systems at these facilities, restoring their functionality to continue protecting metallic components against corrosion.

 

A bid document was prepared to solicit bids to implement improvements to the CP systems. On August 13, 2020, the City received three (3) bids for the Sanitary Sewer Pump Stations and Forcemains Cathodic Protection Improvements, Project No. M17014.

 

If approved, this action will authorize the award of a Construction Contract in the amount of $562,098 to Piping and Corrosion Specialties, Inc. of Millersville, Maryland.

 

DISCUSSION

 

Background

 

The Municipal Utilities Department (MUD) maintains metallic structures, such as buried sanitary sewer pump station discharge pipes, forcemains (sanitary sewer interceptors) and sanitary pump station tubes that are necessary for sanitary sewer operations. These metal structures are safeguarded against corrosion by use of Cathodic Protection (CP) systems. CP is an electrochemical process that slows the natural corrosion process and extends the functional life of metal systems and equipment.

 

The City contracted with JDH Corrosion Consultants, Inc. to perform a comprehensive assessment of the existing CP systems on various City facilities. JDH completed the assessment of the City’s sanitary sewer system CP and developed a report documenting the operational status of the CP systems and the level of protection being afforded by those systems. The assessment revealed that the CP systems on nine (9) sanitary sewer pump stations and three (3) sanitary sewer interceptors were either deteriorated or non-functioning. The identified sanitary sewer pump stations and forcemains were built between April 1976 and August 1997. The age of their CP systems varies between twenty (20) to forty-one (41) years and have exhausted their design life.

 

Present Situation

 

On July 4, 2020, the MUD advertised the project in the Stockton Record and posted to the City’s Bid Flash webpage. Additionally, a notice with a brief project description was sent to over 150 contractors holding a Class “A” or “C-10” licenses, and 2,928 notifications were sent through Ask Stockton.

 

A non-mandatory pre-bid meeting was held on July 16, 2020, with three (3) prospective bidders in attendance. On Thursday, August 13, 2020, three (3) sealed bids were received and publicly opened by the City Clerk with the following results:

The bid received by the apparent low bidder, Piping and Corrosion Specialties, Inc. of Millersville, Maryland, is regular in all aspects and compliant with the project specifications.

 

It is recommended that the City Council award a Construction Contract in the amount of $562,098 to Piping and Corrosion Specialties, Inc., for the Sanitary Sewer Pump Stations and Forcemains Cathodic Protection Improvements, Project No. M17014.

 

Local Employment Ordinance

 

The contract amount is above $100,000 and, therefore, subject to the Local Employment Ordinance (Stockton Municipal Code, Section 3.68.095). The Local Employment Ordinance requires that “all City contracts for public works or improvements of the estimated value or City subsidy of $100,000 or more shall contain provisions pursuant to which the contractor promises to make a good faith effort, with the assistance of local labor union hiring halls or community organizations designated by the City to employ qualified individuals who are, and have been for one year prior to the effective date of the contract, residents of Stockton in sufficient numbers so that no less than 50 percent of the contractor’s total construction workforce, including any subcontractor workforce, measured in labor work hours, is comprised of Stockton residents.”

 

The Local Business Preference Ordinance (Stockton Municipal Code, Section 3.68.090), which states that “preference shall be given to the purchase of supplies, materials, equipment, and contractual services from local merchants, quality and price being equal,” applied to this project, but it has no effect on the apparent low bidder. The contract amount is under $1,000,000 and not subject to the Community Workforce and Training Agreement.

 

ENVIRONMENTAL CLEARANCE

 

The project conforms with the City’s General Plan, pursuant to California Government Code, Section 65402, and is exempt from the requirements of California Environmental Quality Act (CEQA) as specified under Article 19, Section 15301(b), of the CEQA Guidelines.

 

FINANCIAL SUMMARY

 

There are sufficient funds available in Account No. 437-7785-670 (Wastewater - Capital Project Fund, Sanitary Pump Station Rehabilitation division) to award the Construction Contract in the amount of $562,098 to Piping and Corrosion Specialties, Inc. of Millersville, Maryland, for the Sanitary Sewer Pump Station and Forcemains Cathodic Protection Improvements, Project No. M17014.

 

There is no impact to the City’s General Fund, or any other unrestricted fund, from the recommended action.
