RECOMMENDATION
It is recommended that the City Council adopt a resolution naming Vice Mayor Dan Wright as the City of Stockton representative on the San Joaquin Local Agency Formation Commission.

DISCUSSION
Background
San Joaquin Local Agency Formation Commission (LAFCo) consists of a five-members. The Board of Supervisors selects 2 LAFCo Commissioners and an alternate from their membership. A City Selection Committee consisting of Mayors of all 7 Cities within the San Joaquin County select 2 LAFCO Commissioners and an alternate from City Council Members Cities. The 4 Members appointed select another Commissioner to represent the General Public.
On May 1, 1991, the City Selection Committee adopted a 4-Year Rotation Plan for regular City Commission members. The order of the City rotation is a follows Escalon, Stockton, Manteca, Lathrop, Ripon, Tracy, and Lodi.

Present Situation
Councilmember Jesús Andrade is the current City of Stockton representative. His term on the city council ends on December 31, 2020. At that time, he will no longer be eligible to serve on the LAFCo. To ensure the City of Stockton is represented on LAFCo after December 31, 2020, Mayor Michael Tubbs is nominating Vice Mayor Dan Wright as the City of Stockton’s representative effective January 2021. The City Selection Committee must approve the appointment before it becomes effective. The City Clerk will coordinate with the San Joaquin County Clerk of the Board to convene the City Selection Committee to ratify the appointment.
