It is recommended that the City Council approve a motion to:

 

1.                     Authorize the City Manager to execute a Measure K Renewal Cooperative Agreement between the City and San Joaquin Council of Governments for a total of $4,000,000 for the preparation of the environmental clearance and final design for the Lower Sacramento Road Widening and Bridge Replacements, Project No. PW1907.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Measure K Renewal Program is a half-cent sales tax within San Joaquin County that provides revenue for transportation projects. The San Joaquin Council of Governments (SJCOG) programs funding to various projects within the Measure K Renewal Strategic Plan (Strategic Plan).  The widening of Lower Sacramento Road from Pixley Slough to Royal Oaks Drive is a congestion relief project identified for funding in the Strategic Plan.  The project will widen Lower Sacramento Road from two lanes to four lanes from Royal Oaks Drive to Pixley Slough. The project will also replace the existing two-lane bridges over Pixley Slough and Bear Creek with four-lane and six-lane bridges, respectively (Attachment A - Vicinity Map).  The project was included in the 2019-2024 Five-Year Capital Improvement Plan (CIP).  

 

SJCOG has identified $4 million of available Measure K funds to complete the design and environmental phases of the Lower Sacramento Road Widening and Bridge Replacements, Project No. PW1907.  It is recommended that Council approve a motion authorizing the City Manager to execute a Measure K Renewal Cooperative Agreement with SJCOG for the preparation of the environmental clearance and final design for the Lower Sacramento Road Widening and Bridge Replacements, Project No. PW1907.  It is anticipated that the preparation of the environmental clearance and final design will be completed by the end of 2022.

 

DISCUSSION

 

Background

 

The Measure K Renewal Program is a half-cent sales tax within San Joaquin County that provides revenue for transportation projects. This program was originally approved by voters in 1990 for a 20-year period, which expired in 2011.  The original program was a great success with more than $735 million in transportation improvements being completed in San Joaquin County.  Consequently, voters approved a 30-year renewal of the Measure K program, which will expire in 2041.  SJCOG programs funding to various projects within the Strategic Plan.  The Strategic Plan category of projects are:  Local Street Repair and Roadway Safety; Railroad Crossing Protection; Passenger Rail, Bus, and Bicycles; and Congestion Relief. 

 

The widening of Lower Sacramento Road from Pixley Slough to Royal Oaks Drive is a congestion relief project identified for funding in the Strategic Plan.  The Lower Sacramento Road corridor is an important north-south connector between Stockton and Lodi.  The segment of Lower Sacramento Road between Lodi and Pixley Slough was recently improved by San Joaquin County.  The City will take the lead in completing improvements to Lower Sacramento Road south of Pixley Slough, as this segment is predominantly within the City’s jurisdiction.  This segment of Lower Sacramento Road, together with two separate bridges, will need widening improvements to accommodate current and future traffic demands.  There are two bridges within this segment which will require widening.  

 

Present Situation

 

SJCOG has identified $4 million of available Measure K funds for the Lower Sacramento Road Widening and Bridge Replacements, Project No. PW1907.  The funds will be used to complete the design and environmental clearance phases of the project.  Construction funding has not been identified at this time.  It is anticipated that funding could be sought through a combination of developer fees, grants, and future Measure K revenue allocated to this project.  Completion of the environmental and design phases will position the project to compete for available grant funding opportunities.

 

The Lower Sacramento Road Widening and Bridge Replacements project will widen Lower Sacramento Road from two lanes to four lanes from Royal Oaks Drive to Pixley Slough. The project will also replace the existing two-lane bridges over Pixley Slough and Bear Creek with four-lane and six-lane bridges, respectively.  Lastly, the project will include Class II bicycle facilities and intersection improvements at Eight Mile Road.  The project was included in the 2019-24 Five-Year CIP.

 

Once the Measure K Renewal Cooperative Agreement is fully executed, staff can proceed with the issuance of a Request for Proposals for the preparation of the design and completing the environmental clearance for the project.  The design and environmental phases are 100 percent funded with Measure K funds.

 

It is recommended that Council approve a motion authorizing the City Manager to execute a Measure K Renewal Cooperative Agreement with SJCOG for the preparation of the environmental clearance and final design for the Lower Sacramento Road Widening and Bridge Replacements, Project No. PW1907.

 

It is anticipated that the preparation of the environmental clearance and final design will be completed by the end of 2022.

 

 

 

FINANCIAL SUMMARY

 

Approval of the Measure K Renewal Cooperative Agreement will result in $4 million of Measure K funds being applied to the Lower Sacramento Road Widening and Bridge Replacements, Project No. PW1907, Measure K account #080-3020-640.  This funding was identified in the 2019-2024 Five-Year CIP.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
