RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve the Notice of Exemption No. NOE32-20 under the California Environmental Quality Act for the Northeast Stockton Library and Community Center, Project No. PW1724.

 

2.                     Award a Professional Services Contract to Griffin Structures, Inc., of Santa Clara, CA, in the amount of $890,000, for construction management services for the Northeast Stockton Library and Community Center, Project No. PW1724.

 

3.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Northeast Stockton Library and Community Center project site is located at 1461 Morada Lane, at the northwest corner of West Lane and Morada Lane (Attachment A - Vicinity Map).  The project will construct a new one-story library and community center on a 4.83-acre lot adjacent to Ronald E. McNair High School.  Design was completed in April 2020, and the project was advertised for construction in May 2020.  The project was included in the 2017-2022 and 2019-2024 Five-Year Capital Improvement Plans (CIP) and funded by the Strong Communities (Measure M) Initiative and Public Facility Fees (PFF). 

 

Professional construction management services are required to supplement Public Works staff to ensure that the project is constructed according to the contract documents and City standards.  On January 21, 2020, the City advertised a Request for Proposals (RFP) for construction management services for the Northeast Stockton Library and Community Center project.  On February 20, 2020, the City received three proposals.  The Selection Committee evaluated the three proposals and found Griffin Structures, Inc., of Santa Clara, CA, to be the most qualified and highest ranked firm.

 

It is recommended that Council adopt a resolution authorizing the City Manager to execute a Professional Services Contract in the amount of $890,000 to Griffin Structures, Inc.  Staff recommends that Council adopt a resolution approving Notice of Exemption No. NOE32-20 under the California Environmental Quality Act (CEQA).  The project is anticipated to start construction by the end of 2020 and will take approximately two years to complete.

 

DISCUSSION

 

Background

 

The Northeast Stockton Library and Community Center project site is located at 1461 Morada Lane, at the northwest corner of West Lane and Morada Lane (Attachment A - Vicinity Map).  The project will construct a new one-story library and community center on a 4.83-acre lot adjacent to Ronald E. McNair High School. 

 

On August 21, 2018, Council adopted Resolution No. 2018-08-21-1401 to award a Professional Services Contract to Architectural Nexus, Inc., of Sacramento, CA, to design the library and recreation center.  Design was completed in April 2020, and the project was advertised for construction in May 2020. 

 

The new facility will be Leadership in Energy and Environmental Design Silver certified and consist of a library, gymnasium, multipurpose rooms, locker area with changing rooms, staff offices, outdoor fitness areas, minor frontage modifications adjacent to the site, and other on-site improvements.  The project was included in the 2017-2022 and 2019-2024 Five-Year CIPs and funded with Strong Communities (Measure M) Initiative and PFF.

 

 

Present Situation

 

Due to the size and scope of this project, the City does not have the sufficient staff resources to manage and administer construction operations.  Consultant construction management services are necessary to ensure that the project is constructed according to the contract documents and City standards. 

 

On January 21, 2020, the City advertised an RFP for construction management services for the Northeast Stockton Library and Community Center project.  On February 20, 2020, three proposals were received from the following firms:

 

                     Griffin Structures, Inc. (Santa Clara, CA)

                     APSI Construction Management, Inc. (Sacramento, CA)

                     Kitchell Corporation (Sacramento, CA)

 

A Selection Committee evaluated and ranked all proposals based on each firm’s understanding of work, experience with similar kinds of projects, staff qualifications and technical ability, project approach, cost, and local preference.  Griffin Structures, Inc. received the highest ranking, based on the noted criteria, and was determined to be the most qualified and highest ranked firm for this project. 

 

Staff negotiated a fee in the amount of $890,000 with Griffin Structures, Inc. for construction management services for the Northeast Stockton Library and Community Center project. The negotiated fee is approximately six percent of the cost of construction, which is reasonable for a project of this size and complexity.

 

Staff recommends that Council adopt a resolution to award a Professional Services Contract in the amount of $890,000 to Griffin Structures, Inc. for construction management services for the Northeast Stockton Library and Community Center project.  The project is anticipated to start construction by the end of 2020 and will take approximately two years to complete.

 

The project conforms with the City’s General Plan, pursuant to California Government Code, Section 65402, and is categorically exempt from the requirements of CEQA as specified under Section 15332 of the CEQA guidelines.  The project site is within the City limits and is less than five acres in size.  The site is substantially surrounded by existing development and has existing utilities and public services.  The project would have no significant impacts on traffic, noise, air and water quality, or special-status species.  The resolution will approve the Notice of Exemption No. NOE32-20 under the CEQA.

 

Findings

 

Pursuant to Stockton Municipal Code (SMC) section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. These findings include:

 

1.                     The City does not have sufficient staff resources to perform the necessary construction management services for this project.

 

2.                     Use of the RFP process is appropriate for this Professional Services Contract because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.

 

3.                     The City negotiated a contract following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3. 

 

FINANCIAL SUMMARY

 

There is sufficient funding in Northeast Stockton Library and Community Center, Project No. PW1724 to award a Professional Services Contract in the amount of $890,000 to Griffin Structures, Inc.  The Northeast Stockton Library and Community Center project is funded with Strong Communities tax revenues and Library Public Facilities Fees.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
