RECOMMENDATION

 

It is recommended that the City Council approve a motion to accept findings and justify an exemption to the competitive bidding process for emergency contracts for the pumping and repair services for sanitary sewer maintenance hole and pipelines along March Lane.

 

The Municipal Utilities Department (MUD) retained services from Rain-for-Rent Inc. of Stockton, Viking Drillers Inc. of Granite Bay, and Pipe and Plant Solutions Inc. of Oakland to provide emergency bypass pumping and repair services on sanitary maintenance hole and pipelines. Additional emergency service providers may be utilized as emergency repairs progress. Final costs are not yet known; however, staff will return to the City Council for ratification of final expenditures.

 

It is also recommended that the City Manager be authorized to take appropriate actions to carry out the purpose and intent of this motion.

Summary

 

On May 30, 2020 during routine sanitary sewer assessments, the MUD Staff determined a maintenance hole and pipelines had been infiltrated by groundwater and sediment. On June 1, 2020 staff further assessed the condition of the maintenance hole and pipelines and determined maintenance hole and pipelines had catastrophic failure.

 

On June 1, 2020, due to the urgent need to maintain sewage flow along March Lane, the MUD retained emergency services from Rain-for-Rent Inc., Viking Drillers Inc., and Pipe and Plant Solutions Inc. to provide emergency bypass pumping and repair services on sanitary maintenance hole and pipelines. This action is in accordance with provisions of Stockton Municipal Code (SMC) section 3.68.070, which provides an exception to the competitive bidding process under certain circumstances, including emergencies. SMC section 3.68.070(B) provides that in the case of emergencies, a written report, including the findings upon which the emergency was based, shall be provided to the City Council no later than its next regularly scheduled Council meeting.

 

If approved, this motion will result in the approval of findings associated with the emergency bypass pumping and repair services by Rain-for-Rent Inc. Viking Drillers Inc., and Pipe and Plant Solutions Inc. as well as any other emergency service providers utilized for this emergency repair.

 

 

 

 

 

DISCUSSION

 

Background

 

The March Lane sanitary sewer pipelines are part of a network of 830 miles of the City’s sanitary collection system, which conveys wastewater from the northwest areas of the city to the Regional Wastewater Control Facility (RWCF). The sanitary collection system along March Lane receives flows of six to seven million gallons per day. 

 

On June 1, 2020, the MUD staff identified a catastrophic failure of one maintenance hole and associated sanitary sewer pipelines. The cause for the maintenance hole and associated sanitary pipeline failure is unknown and being evaluated.

 

Additional area assessments are being conducted to determine if any other immediate action is necessary.

 

Present Situation

 

On June 1, 2020, due to the urgent need to maintain sewage flow along March Lane, the MUD retained emergency services from Rain-for-Rent Inc., Viking Drillers Inc., and Pipe and Plant Solutions Inc., in accordance with provisions of Stockton Municipal Code (SMC) section 3.68.070, which provides an exception to the competitive bidding process under certain circumstances, including emergencies. SMC section 3.68.070(B) provides that in the case of emergencies, a written report, including the findings upon which the emergency was based, shall be provided to the City Council no later than its next regularly scheduled Council meeting.

 

Final costs and repair scope for the emergency bypass pumping and repair are still unknown. Once the final amount is known, staff will return to the City Council for ratification of the final expenditures.

 

Findings

 

The findings for this emergency construction pursuant to SMC section 3.68.070 are as follows:

 

1.                     The March Lane sanitary sewer collection system is a vital component of the City’s wastewater management.

 

2.                     The failure of the maintenance hole and associated pipelines have made the collection systems unable to convey the necessary sewage flows to the RWCF to prevent significant sanitary sewer overflows.

 

3.                     The alternative temporary pumping system will maintain service for the time necessary to replace and/or repair other damaged maintenance hole and associated pipelines.

 

4.                     The competitive bidding process would delay putting the emergency bypass pumping and repair in place and could result in a significant sanitary sewer overflow if the remaining collections system along March Lane fails.

 

5.                     Rain-for-Rent, Inc. is a local contractor that is available and capable of completing the necessary bypass pumping, which is in the best interest of the public.

 

6.                     Viking Drillers Inc. of Granite Bay and Pipe and Plant Solutions are available and capable of completing the repairs.

 

7.                     Additional vendors may also be utilized as emergency repairs progress.

 

FINANCIAL SUMMARY

 

There are sufficient funds within the Wastewater Utility Fund (431) account (431-4332-571) for the emergency bypass pumping and repair services provided by Rain-for-Rent Inc. Viking Drillers Inc., and Pipe and Plant Solutions Inc. and other vendors as required.

 

Current repair costs are estimated to exceed $75,000. Upon completion of the work and a determination of final costs, staff will present the City Council with a final report requesting ratification of the actual expenditures.

 

There is no impact to the General Fund or any other unrestricted fund, from this action.
