RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Authorize the City Manager to enter into a Cooperative/Piggyback Purchase Agreement utilizing the Sourcewell Contract Number 121919 and execute said Agreement with Krueger International, Inc. dba KI and its authorized dealer, Systems and Space, for the purchase and installation of lockers as part of the Stockton Police Department Basement Remodel project, at a not-to-exceed cost of $355,163; and

 

2.                     Authorize and direct the City Manager to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary

 

The Stockton Police Department (SPD) Basement Remodel project (“Project”) addresses overall police facility space needs by improving the basement at the SPD Operations Building located at 22 E. Market Street. The improvements include expanding the existing locker room space and installing 216 new lockers. In 2019, staff requested and received multiple quotes. KI was the only vendor able to provide the type of lockers and installation requested.  Staff recommends City Council authorize an Agreement with KI for the purchase and installation of lockers in the basement of the SPD Operations Building.

 

DISCUSSION

 

Background

 

The SPD Operations Building was constructed in 1970, with minimal improvements since construction. The Project was created to address overall police facility space needs. The Project will improve the basement of the SPD Operations Building by expanding the existing restroom, shower, and locker room space. Hazardous material abatement, fire sprinkler modifications, accessibility improvements, and replacement of lockers are incorporated into the Project. The Project was included in the FY 2016-21 Capital Improvement Plan (CIP).

 

In June 2019, staff requested quotes and received responses from three vendors. Two of the vendors were unable to meet the product and installation specifications requested. The third vendor, KI was the only vendor able to meet the requested specifications. Specifications included a hanger/shelf combo, boot tray, body armor rack, ADA benches, electrical capabilities, installation, and delivery.

 

Present Situation

 

On January 28, 2020, by Resolution No. 2020-01-28-1107, Council approved the Project. The remodel is currently underway and will include the installation of 216 new lockers. Based on the recommendation of the Project’s architect, lockers are the most important part of this Project and entering into an Agreement with KI will result in the highest quality locker, best interior locker components, as well as provide a certified locker installer, ensuring the best results with the least risk. Staff recommends entering into a Cooperative/Piggyback Purchase Agreement with KI (Attachment A).

 

FINANCIAL SUMMARY

 

Funding for the Project was approved with the adoption of the FY 2016-21 CIP on June 21, 2016, by Resolution No. 2016-06-21-1605, with appropriation from the General Fund in support of the Marshall Plan. The total not-to-exceed cost of the Agreement is $355,163. Funds are available in Public Works Engineering Capital Outlay Account No. 301-3020-640. All expenditures related to this project are tracked by project code PW1535. There is no additional financial impact to the General Fund.
