DESIGNATE ADDITIONAL STOP CONTROLLED INTERSECTIONS AND AMEND THE “STOP CONTROLLED” INTERSECTION SCHEDULE

It is recommended that the City Council adopt a resolution designating the following as intersections where vehicles are required to stop pursuant to Stockton Municipal Code section 10.04.270:

 

1.                     Alvarado Avenue and Essex Street (2-way stop control),

2.                     B Street and Carpenter Road (4-way stop control),

3.                     Diana Marie Drive and Greenoch Way/Jill Circle (2-way stop control),

4.                     Garfield Street and Hazelton Avenue (2-way stop control), and

5.                     Hazelton Avenue and Stanislaus Street (4-way stop control).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The City installs stop controls (stop signs) to assign right-of-way and promote orderly traffic flow. Pursuant to the Stockton Municipal Code (SMC), stop sign installation is authorized by Council resolution, either by designation of through streets or by designation of intersections where stop signs are warranted.

 

Residents have expressed concerns regarding safety and traffic flow at the following intersection locations: 

 

1.                     Alvarado Avenue and Essex Street,

2.                     B Street and Carpenter Road,

3.                     Diana Marie Drive and Greenoch Way/Jill Circle,

4.                     Garfield Street and Hazelton Avenue, and

5.                     Hazelton Avenue and Stanislaus Street.

 

Based on traffic analysis and review of field conditions, existing stop controls at the noted intersections will be converted to 2-way and 4-way stop controls to improve safety and traffic operations.  It is recommended that Council adopt a resolution designating intersections where vehicles are required to stop pursuant to SMC section 10.04.270 and to authorize the Public Works Department to amend the Stop Controlled Intersection Schedule. 

 

 

 

DISCUSSION

 

Background

 

The City installs stop controls (stop signs) to assign right-of-way and promote orderly traffic flow. Pursuant to SMC section 10.04.270, stop sign installation is authorized by Council resolution, either by designation of through streets or by designation of intersections where stop signs are warranted. These authorized locations are recorded on either the Through Street Schedule or the Stop Controlled Intersection Schedule, which are maintained by the Public Works Department.

 

Residents have expressed concerns regarding safety and traffic flow at the following intersections:

 

1.                     Alvarado Avenue and Essex Street,

2.                     B Street and Carpenter Road,

3.                     Diana Marie Drive and Greenoch Way/Jill Circle,

4.                     Garfield Street and Hazelton Avenue, and

5.                     Hazelton Avenue and Stanislaus Street.

 

Field reviews were conducted to assess conditions and verify concerns.  A traffic analysis was performed, which revealed increases in traffic volumes at the noted locations are due, in part, to additional housing developments and/or added street segments. 

 

Present Situation

 

Essex Street is an east-west residential street that intersects with Alvarado Avenue. Alvarado Avenue is a north-south residential street providing access to Alpine Avenue. The speed limit on these streets is 25 mph. There is an existing single stop control for westbound Essex Street that is confusing for drivers.  Therefore, a stop control will be added to eastbound Essex Street to establish a 2-way stop control at this intersection to make the traffic control more uniform and less confusing (Attachment A).

 

B Street is a north-south local street that intersects Carpenter Road.  B Street provides access between Dr. Martin Luther King, Jr. Boulevard and Arch-Airport Road. The speed limit on B Street is 35 mph and 40 mph, respectively. Carpenter Road is an east-west residential street providing access between Airport Way and the SR99 Frontage Road. The speed limit on Carpenter Road is 25 mph. There is existing 2-way stop control on Carpenter Road at the intersection with B Street.  The traffic volume on the streets and collision history of the intersection meet the criteria established by the California Manual on Uniform Traffic Control Devices (CA MUTCD) for installation of 4-way stop control (Attachment B).

 

Diana Marie Drive is a north-south residential street that intersects Greenoch Way/Jill Circle.  This intersection provides access to Lan Ark Drive and has no stop controls.  The traffic volume on Greenoch Way is significantly higher than on Diana Marie Drive or Jill Circle and is the major street for the intersection. The speed limit on these streets is 25 mph, and the volumes for the intersection meet the criteria established by the CA MUTCD for installation of 2-way stop control along the north and southbound approaches of Diana Marie Drive (Attachment C).

 

Garfield Street is a north-south residential street that intersects with Hazelton Avenue and provides access to Fresno Avenue.   The speed limit on these streets is 25 mph. There is an existing single stop control for southbound Garfield Street that is confusing for drivers.  An additional stop control will be added for northbound Garfield Street direction to establish 2-way stop along Garfield Street to make the traffic control more uniform and less confusing (Attachment D).

 

Hazelton Avenue is a four-lane east-west minor arterial street between El Dorado Street and Wilson Way. Stanislaus Street is a north-south local street that has 2-way stop control at the intersection with Hazelton Avenue.  The speed limits on Hazelton Avenue and Stanislaus Street are 30 mph and 25 mph, respectively. The vehicle volumes along these two streets and the collision history of the intersection meet the criteria established by the CA MUTCD for installation of 4-way stop control.  Hazelton Avenue is listed on the Master Through Street Schedule (Attachment E).

It is recommended that Council adopt a resolution designating intersections where vehicles are required to stop pursuant to SMC section 10.04.270.  The Stop Controlled Intersection Schedule (Attachment F) will be modified accordingly.

 

Staff will also take this opportunity to make administrative changes to the schedule involving the street name changes and removing intersections that were converted to roundabouts or signals under previous Council approval.  

 

FINANCIAL SUMMARY

 

Installation work will be performed by City staff. The estimated cost for the signs and pavement marking, including materials and staff costs, is approximately $6,200. This kind of project is planned in the Public Works Operations and Maintenance budget annually. There is sufficient funding in the Street Maintenance Traffic Devices/Sign Shop Operating Budget (Account 030-3064-540) for this work.

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
