RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process.

 

2.                     Award a Professional Services Agreement to Hazen and Sawyer of Sacramento, California, in the amount of $1,013,877 to prepare the Stormwater Master Plan for the Municipal Utilities Department and provide stormwater system model maintenance and technical support, Project No. M20009.

 

3.                     Amend the Fiscal Year (FY) 2019-20 Annual Budget to appropriate $316,802 from the Stormwater Capital Project Storm Pump Station Modification Account No. 447-7783-670, CIP No. M16013, Pump Station Discharge Pipe Inspection project, and $83,198 from the MUD Assessment Maintenance District  Account No. 074-69XX-540, for a total increase of $400,000 to the Storm Water - Capital Projects Storm System Deficiency Study/Plan Account No. 447-7794-670, CIP No. M20009, for the Stormwater Master Plan, Project No. M20009.

 

It is also recommended that the City Manager be authorized to take necessary and appropriate actions to carry out the purpose and intent of this resolution.

Summary

 

Adoption of the proposed resolution would retain the services of Hazen and Sawyer to prepare a comprehensive Stormwater Master Plan (SWMP). The resulting SWMP would replace the existing Conceptual Storm Drain Master Plan prepared in 2008 and support the Envision Stockton 2040 General Plan Update adopted December 4, 2018. The SWMP shall include hydrologic and hydraulic modeling for existing conditions as well as infrastructure planning for future development based on the 2040 General Plan.

 

On January 24, 2020, the City advertised a Request for Proposals (RFP) for the Stormwater Master Plan. Three (3) proposals were received and evaluated.

 

 

 

It is recommended that Council approve findings pursuant to Stockton Municipal Code section 3.68.070 in support of an exception to the competitive bidding process and award a Professional Services Agreement (PSA) with Hazen and Sawyer, in the amount of $1,013,877, to prepare the Stormwater Master Plan. The PSA includes three years of stormwater system model maintenance and technical support after completion of the SWMP. Staff also recommends that Council adopt a resolution amending the FY  2019-20 Annual Budget.

 

DISCUSSION

 

Background

 

On November 18, 2008, the City Council adopted the existing Stormwater Master Plan (SWMP) dated October 2008, by Resolution No 08-0465. The SWMP was prepared to support the 2035 General Plan and served as a planning document to help define and document the specific backbone utility systems required by the Preferred Land Use Alternative of the Stockton 2035 General Plan Project. The most recent General Plan Update, Envision Stockton 2040, was adopted December 4, 2018, and has projected different buildout land uses in comparison with the 2035 General Plan.

 

The SWMP shall include an updated infrastructure inventory, assessment of system deficiencies for existing and buildout conditions based on the 2040 General Plan, development of a hydrologic and hydraulic computer model of the City’s stormwater system, identification of infrastructure needs, and development of short and long-term capital improvement plan (CIP) with cost estimates for future improvements.

 

The City’s stormwater system includes multiple drainage watersheds. The northern portion of the City is protected by levees, and stormwater is typically pumped into receiving waters. The southern portion of the City does not have as many levees and is characterized by many floodplain designations by the Federal Emergency Management Agency (FEMA). The City’s storm drain system includes 627 miles of storm drainpipes, 22,860 drain inlets, 10,960 manholes, and 76 pump stations.

 

Present Situation

 

On January 24, 2020, the City advertised a Request for Proposals (RFP) for the Stormwater Master Plan (SWMP). On February 20, 2020, proposals were received from the following three (3) firms:

 

                     Hazen and Sawyer

                     Peterson, Brustad, Inc.

                     West Yost Associates

 

A committee evaluated the proposals based on each firm’s qualifications and experience, understanding of work, project approach, quality and clarity of the proposal, project delivery schedule, costs, and local business preferences. Hazen and Sawyer met the requirements, received the highest ranking based on the noted criteria, and was found to be the best qualified firm to prepare the SWMP. The proposal submittal by Hazen and Sawyer is responsive and regular in all respects.

 

 

Staff negotiated a fee of $1,013,877 for the SWMP, including three (3) years of stormwater system model maintenance and technical support after the master plan completion, which is on a time-and-materials basis. Staff anticipates that the SWMP will take approximately one (1) year to complete.

 

The staff recommendation to approve the award of this Professional Services Agreement with Hazen and Sawyer was considered and approved by the Council Water Committee on May 14, 2020.

 

Staff recommends that Council adopt a resolution to authorize the award of a Professional Services Agreement (PSA) to Hazen and Sawyer, in the not-to-exceed amount of $1,013,877, to prepare the Stormwater Master Plan and provide stormwater system’s model maintenance and technical support.

 

Findings

 

Pursuant to Stockton Municipal Code section 3.68.070, Council may approve findings which support an exception to the competitive bidding process. Findings to support such an exception are as follows:

 

1.                     Use of the RFP process is appropriate for this Professional Services Agreement because it relies on the evaluation of professional qualifications and performance as the basis for selection of a vendor. Use of the criteria helps ensure selection of a vendor that will provide the highest quality professional service, which is in the public interest.

 

2.                     The City negotiated an agreement following solicitation of competitive proposals in accordance with SMC section 3.68.070.A.3.

 

FINANCIAL SUMMARY

 

Staff recommends an amendment to the FY 2019-20 Annual Budget to appropriate additional funding in the amount of $316,802 from the Stormwater Capital Project Storm Pump Station Modification Account No. 447-7783-670, CIP No. M16013, Pump Station Discharge Pipe Inspection project, and $83,198 from the MUD Assessment Maintenance District  Account No. 074-69XX-540, for a total increase of $400,000 to the Storm Water - Capital Projects Storm System Deficiency Study/Plan Account No. 447-7794-670, CIP No. M20009, for the Stormwater Master Plan, Project No. M20009.

 

With this new appropriation, there will be sufficient funds available to award a $1,013,877 Professional Services Agreement to Hazen and Sawyer for the Stormwater Master Plan, Project No. M20009 and to fund project contingencies and staff expenses. The reduced budget in CIP Project No. M16013 allows the project to proceed in its current phase of design, however, it may require additional funding to award a construction contract pending receipt of bids.
