RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Approve the filing of Notice of Exemption No. CE01-19 under the California Environmental Quality Act (CEQA) for the Farmington Fresh at Highway 99 Sanitary Sewer Crossing Rehabilitation, Project No. M14034 (Exhibit 1).

 

2.                     Approve the plans and specifications for the Sanitary Sewer Crossing Rehabilitation, Project No. M14034.

 

3.                     Award a contract in the amount of $110,677 to Nor-Cal Pipeline Services of West Sacramento for the Farmington Fresh at Highway 99 Sanitary Sewer Crossing Rehabilitation, Project No. M14034 (Exhibit 2).

 

It is further recommended that the City Manager be authorized to take appropriate and necessary action to carry out the purpose and intent of this resolution.

Summary

 

This action will provide funding to Nor-Cal Pipeline Services of West Sacramento to rehabilitate the Sanitary Sewer Crossing near Farmington Fresh at Highway 99 by installing a cured-in-place-pipe (CIPP). 

 

If approved by Council, this action will facilitate the award of a construction contract (Exhibit 2) in the amount $110,677 to Nor-Cal Pipeline Services for this project.

 

DISCUSSION

 

Background

 

The Municipal Utilities Department (MUD) conducted a Closed-Circuit Television (CCTV) inspection of the sanitary sewer pipeline crossing near the Farmington Fresh facility located at 7735 South Highway 99 Frontage Road. The inspection revealed extensive corrosion in the 20-inch ductile-iron sewer pipe. The sewer line is a critical infrastructure serving the California Health Care Facility, located at 7707 South Austin Road, and Northern California Youth Correctional Facility, located at 7650 Newcastle Road. The intent of this project is to install approximately 193 feet of the 20-inch diameter CIPP. The CIPP is a method of trenchless rehabilitation and restoration used in the repair of existing pipes. The process consists of inserting a resin-impregnated flexible tube (textile liner) through the host pipe; inflating the tube to the inside diameter of the host pipe using water or air; curing the tube using heated water or steam. During the curing period, the curing agent activates the resin, causing it to harden and create a fitted, smooth, and corrosion-resistant new pipe wall.

 

Present Situation

 

An Invitation to Bid was publicly advertised on December 8 and 9, 2018, in the Legal Notice Section of The Record and placed on the City’s BidFlash webpage on December 10, 2018. A mandatory pre-bid conference and site walk was held on December 20, 2018. Six (6) contractors were present.

 

On January 17, 2019, four (4) bids were received and publicly opened by the City Clerk with the following results:

The bid received by the apparent low bidder, Nor-Cal Pipeline Services of West Sacramento, is regular in all aspects and compliant with the project specifications. Due to significant spread among bids, staff contacted the contractor to ensure there were no mistakes in preparing the bid. Contractor expressed confidence in performing work as required by the contract for the bid submitted. 

 

It is recommended that the City Council authorize the City Manager to execute the contract agreement (Exhibit 2), in the amount of $110,677, with Nor-Cal Pipeline Services of West Sacramento for the Farmington Fresh at Highway 99 Sanitary Sewer Crossing Rehabilitation, Project No. M14034.     

 

Local Employment Ordinance

 

The contract amount exceeds $100,000 and is subject to the Local Employment Ordinance. The project is under $1,000,000 and not subject to the Community Workforce and Training Agreement. Additionally, this project is not subject to Stockton Municipal Code Section 3.68.090 - Local Business Preference, since no local contractor submitted a bid.

 

Environmental Clearance

 

It has been determined that this action/project is exempt from the requirements of the California Environmental Quality Act since this type of action/project has been granted a “Categorical Exemption” under Article 19, Section 15330(b)(5) of the California Environmental Quality Act guidelines. In accordance with Government Code Section 65402, the Municipal Utilities Department determines the project conforms with the Stockton General Plan. This determination is based on, but not limited to, conformance with the following General Plan policy:

 

Policy Land Use - 6.3, Ensure that all neighborhoods have access to well-maintained public facilities and utilities that meet community service needs.

 

FINANCIAL SUMMARY

 

There are sufficient funds available in Account No. 437-7787-670 (CIP - Wastewater/Sanitary Sewer Deficiency Improvements) to award the contract in the amount of $110,677 to Nor-Cal Pipeline of West Sacramento, CA for the Farmington Fresh at Highway 99 Sanitary Sewer Crossing Rehabilitation (Project No. M14034).

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended action.
