Summary

 

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specification for Animal Services Assistant I/II, Animal Services Officer and Senior Animal Services Officer. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file with the Secretary of the Commission.

 

DISCUSSION

 

Background

 

The changes to these class specifications are a result of a request by the Animal Services Division of the Police Department. 

 

Present Situation

 

Changes to the Animal Services class specifications include updates to the licensure/certification, lifting and carrying requirement and the physical/mental abilities.  The California Veterinary Medical Board requires that anyone who has access to controlled substances and does not hold a Registered Veterinary Technician certificate with the California Veterinary Medical Board, must obtain a Veterinary Assistance Controlled Substance Permit (VACSP). 

 

On February 27, 2019, the draft class specifications were provided to the Stockton City Employees’ Association (SCEA) for review and concurrence. SCEA did not provide any objections on the proposed class specification amendments.

 

AUTHORITY

 

Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
