NOTIFICATION OF ACTION TAKEN BY THE DIRECTOR OF HUMAN RESOURCES AMENDING THE CLASSIFICATION SPECIFICATION FOR TRANSPORTATION OFFICER

Summary
This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specification for Transportation Officer. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file with the Secretary of the Commission.
DISCUSSION
Background
The changes to this class specification are a result of a request by the Police Department.
Present Situation
Changes to the Transportation Officer class specification include updates to the minimum qualifications and Civil Service status to classified service. The Police department propose the following change:
“Possession of a high school diploma or GED and valid POST Basic Certificate or valid Reserve (Peace) Officer Certificate (Level 1) issued by the California Commission on Peace Officer Standards and Training (POST) in accordance with POST Administrative Regulation 1011. Two (2) years of sworn safety experience is desirable.”

Three (3) years of sworn safety experience required.”
This change will require the Police department to hire candidates with sworn safety experience which is required for the position.
The Transportation Officer is unclassified/unrepresented. This classification in the Police department is governed by City Charter and should be amended to classified service according to City Charter, Article XXV, Section 2501 which states:
“Classified service of the City of Stockton shall include all employees of the Fire Department and Police Department, including the Chief of each Department, except that the Chief of Police and Deputy Chief of Police, and the Fire Chief and Deputy Fire Chief, shall be appointed and shall hold office as specified in Articles XVII and XVI of this Charter, respectively.”
The Police Department is requesting a change to the Transportation Officer class specification to preclude anyone who does not have prior law enforcement experience and align to the provisions of City Charter.
AUTHORITY
Rule IV, section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
