RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Authorize the City Manager to accept grant funding from the State of California Department of Justice (DOJ), in the amount of $18,848, for the Untested Sexual Assault Evidence Grant Program; and

 

2.                     Authorize the City Manager to execute all required contracts or agreements with the granting agency, provide additional information and furnish such documents as may be required, execute all documents and amendments or extensions pertaining to the grant project, and make all required appropriations in compliance with, and for the purposes stated in, the project contract; and

 

3.                     Amend the Fiscal Year (FY) 2018-19 Annual Budget to increase the Police Grants & Special Programs expenditure and revenue appropriation by a total of $18,848; and

 

4.                     Authorize the City Manager to take all necessary and appropriate actions to carry out the purpose and intent of the resolution.

Summary

 

The Stockton Police Department (SPD) seeks Council approval to accept grant funding from the DOJ for the Untested Sexual Assault Evidence Grant, for the period of January 1, 2019, through June 30, 2019. The grant is supported by funds allocated with the passage of SB 862, which appropriated funding to the California DOJ for grants to city and county agencies in exchange for the compilation of information on the number of untested sexual assault kits (SA kits) in their possession prior to October 1, 2018.

 

DISCUSSION

 

Background

 

The SPD implemented mandatory testing of all SA kits in 2010. A recent reorganization of the SPD Property Room and count of the SA kits showed 788 kits are stored to date. The majority of these kits have been tested and analyzed by the DOJ laboratories. However, prior to mandatory testing in 2010, the records aren’t complete, and a review of each case will need to be done to determine how many SA kits remain untested. The focus of the program will be to count those kits that were collected prior to mandatory testing.

 

An SPD Sergeant will be assigned to the grant project for approximately 208 hours over the grant term to identify and gather a count of the SA kits that will be tested. The kits will then be pulled and transported to the DOJ laboratory in Ripon, California for the examinations.

 

Present Situation

 

The City submitted a grant application to the DOJ on December 13, 2018, to fund personnel project costs of identifying and gathering a count of the SPD untested SA kits. On January 11, 2019, the City was notified that the grant application was approved. A copy of the approved Council resolution must be provided to the DOJ upon entering into a Memorandum of Understanding (Attachment A). The award of $18,848 will cover the grant term of January 1, 2019, through June 30, 2019. The grant will fund the SPD Sergeant’s time in identifying the count of SA kits to be tested.

 

FINANCIAL SUMMARY

 

The SPD Crimes Against Persons/Property Section will be responsible for coordinating operations of the grant program. The grant program will pay approximately 17% for one police Sergeant’s salary and benefit costs over the six-month period. The grant program does not require matching funds and will have no impact to the General Fund.

 

A budget appropriation in Fiscal Year 2018-19 is requested for grant revenue and expenses in the amount of $18,848 to the Police Grants & Special Programs Other Special Revenue Programs, Untested Sexual Assault Evidence Grant Program (Account No. 025-2472-530).
