RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve Notice of Exemption No. CE031-18 under the California Environmental Quality Act for the Local Street Resurfacing, Project No. PW1532.

 

2.                     Approve the plans and specifications for the Local Street Resurfacing, Project No. PW1532.

 

3.                     Appropriate funds in the amount of $31,236.91 from additional P-Sharing Funding (686-237.67-40) to the Local Street Resurfacing, Project No. PW1532 (301-3061-640.20-62).

 

4.                     Award a Construction Contract in the amount of $412,563.10 to California Pavement Maintenance Company, Inc. of Sacramento, CA, for the Local Street Resurfacing, Project No. PW1532.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Local Street Resurfacing project will apply a microsurfacing treatment to approximately six miles of residential roadways in various subdivisions citywide (Attachment A).  Microsurfacing is a mixture of water, asphalt emulsion, aggregate (very small crushed rock), and additives applied to an existing asphalt pavement surface.  This treatment seals the existing surface and extends the roadway’s life expectancy.  The project was included in the Fiscal Year (FY) 2015-20 Capital Improvement Plan (CIP).

 

On December 20, 2018, the City received four bids for this project.  Staff recommends award of the Construction Contract to the lowest responsive bidder, California Pavement Maintenance Company, Inc. in the amount of $412,563.10.  Staff also recommends that Council adopt a resolution approving Notice of Exemption No. CE031-18 under the California Environmental Quality Act (CEQA), and approving the plans and specifications for the project.  Construction is anticipated to begin in summer 2019 and be completed by fall 2019, weather permitting.

 

DISCUSSION

 

Background

 

The City of Stockton collects P Share fees for application of a microsurfacing treatment in the new development areas following substantial completion of house construction.  Microsurfacing is a mixture of water, asphalt emulsion, aggregate, and additives applied to an existing asphalt pavement surface.  Microsurfacing is an efficient and cost-effective way to prolong the life of roadways.  It preserves the asphalt pavement by protecting the surface from the effects of natural aging and the environment.  It can extend the life of pavement, preventing deterioration that would require more costly repairs if left untreated. 

 

The Local Street Resurfacing project will resurface residential roadways in various subdivisions citywide for a total distance of approximately six centerline miles (Attachment A).  The project includes microsurfacing; removal and replacement of pavement striping and legends; and installation of truncated domes at existing wheelchair ramps to comply with Americans with Disabilities Act (ADA) requirements.  The project was included in the FY 2015-20 CIP.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA).  The CWTA became effective August 25, 2016 and applies to all Public Works projects over $1 million that are bid after that date.  The CWTA was not applied to this project because the estimated construction was less than $1 million.

 

Present Situation

 

On November 21, 2018, the Local Street Resurfacing project was advertised for bids.  On December 20, 2018, four bids were received with the following results:

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference, apply to this project; however, all the bidders are located outside the City of Stockton and San Joaquin County and are not entitled to a bid preference.  The Local Employment Ordinance, SMC section 3.68.095, also applies to this contract.

 

The bid from                      California Pavement Maintenance Company, Inc., the lowest responsive bidder, is regular in all respects, and has the proper license to perform the work.  Staff recommends Council approve the plans and specifications for the project and award a Construction Contract to California Pavement Maintenance Company, Inc., in the amount of $412,563.10.

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code section 65402, and is categorically exempt from the requirement of CEQA as specified under Article 19, Section 15301(c), Class 1, of the CEQA Guidelines.  As a result, the project has been granted a Categorical Exemption.  The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment.  This resolution will approve the filing of Notice of Exemption No. CE031-18 under CEQA.  Construction is anticipated to begin in summer of 2019, and to be completed by fall 2019, weather permitting.

 

FINANCIAL SUMMARY

 

The funding source for this project is Developer P Shares.  Additional funding in the amount of $31,236.91 from P-Share Account (686-0000.237) is appropriated with this action. The total project unencumbered balance in the Local Street Resurfacing, Project No. PW1532 is $438,812.71.  With the additional allocation, the total available funding is $470,049.62, which is sufficient to award a Construction Contract to California Pavement Maintenance Company, Inc. in the amount of $412,563.10.  The remaining funding will be used for change orders, contingencies, and staff costs. 

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
