APPROVE RESOLUTION TO AUTHORIZE THE STREET LIGHT KNOCKDOWN REPAIRS PROJECT

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution authorizing the City Manager to:

 

1.                     Approve the Notice of Exemption No. CE025-18 under the California Environmental Quality Act for the Street Light Knockdown Repairs, Phases II and III, Project No. PW1826 (OM-18-105).

 

2.                     Approve the plans and specifications for the Street Light Knockdown Repairs, Phases II and III, Project No. PW1826 (OM-18-105).

 

3.                     Award a Construction Contract in the amount of $224,211 to PTM General Engineering Services, Inc., of Riverside, CA, for the Street Light Knockdown Repairs, Phases II and III, Project No. PW1826 (OM-18-105).

 

4.                     Amend the Fiscal Year 2018-23 Capital Improvement Plan and the Fiscal Year 2018-19 project list for the SB1 Road Maintenance and Repair Account to include Street Light Knockdown Repairs, Phases II and III, Project No. PW1826 (OM-18-105).

 

5.                     Reallocate funds in the amount of $260,000 from Fiscal Year 2018-19 Local Street Resurfacing SB1, Project No. PW1814 (030-3062-640) to the Street Light Knockdown Repairs, Phases II and III, Project No. PW1826 (OM-18-105) (030-3065-640).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

Street light poles are installed close to the roadway and are occasionally struck during motor vehicle accidents, resulting in “knocked down” poles.  The Street Light Knockdown Repairs, Phases II and III, project will replace 15 street lights that were damaged and “knocked down” by automobile accidents at various locations citywide (Attachments A and B).

On November 15, 2018, the City received three bids for this project.  Staff recommends award of the Construction Contract to the lowest responsive bidder, PTM General Engineering Services, Inc., in the amount of $224,211.  Staff also recommends that Council adopt a resolution authorizing the filing of Notice of Exemption No. CE025-18 under the California Environmental Quality Act (CEQA).  Construction is anticipated to begin in April 2019 and be completed by September 2019, weather permitting.

 

It is also recommended that the Street Light Knockdown Repairs, Project No. PW1826, be added to the Fiscal Year (FY) 2018-23 Capital Improvement Plan (CIP) and the FY 2018-19 project list for the SB1 Road Maintenance and Repair Account (RMRA), and that funds in the amount of $260,000 be re-appropriated to the project from the FY 2018-19 Local Street Resurfacing SB1, Project No. PW1814.

 

DISCUSSION

 

Background

 

The City of Stockton is responsible for the operation and maintenance of approximately 19,000 street lights.  The majority of these street lights are mounted on steel galvanized poles.  Street light poles are installed close to the roadway and are occasionally struck during motor vehicle accidents, resulting in “knocked down” poles.  The cost to repair a knockdown by replacing the street light pole and fixture increased significantly in the last two years.  Depending on the severity of the damage to the foundation base and wiring, repair costs previously ranged between $5,000 and $10,000 per knockdown.  Current repair costs range between $11,000 and $18,000 per knockdown.  The Public Works Department works with the Police Department and Risk Services of the Human Resources Department to recover damage expenses when there is a police report identifying the responsible party.

The Street Light Knockdown Repairs, Phases II and III, project will replace 15 street lights that were damaged and “knocked down” by automobile accidents at various locations citywide (Attachments A and B).

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA).  The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date.  The CWTA was not applied to this project, because the estimated construction was less than $1 million.

 

Present Situation

 

On October 23, 2018, the project was advertised for bids.  The bid schedule includes a base bid that includes repair of seven street light locations, and a bid alternate that includes repair of eight more street light locations.  On November 15, 2018, three bids were received (Attachment C). 

 

 

The project will be awarded based on the lowest bid received for the base bid.  The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference Ordinance, apply to this project. Bockmon & Woody Electric Company, Inc. is located within the City and is entitled to a five percent bid preference.  Application of the Local Business Preference did not change the bid order.

The bid from PTM General Engineering Services, Inc., the lowest responsive bidder, is regular in all respects.  PTM General Engineering Services, Inc. has the proper license to perform the work.  Staff recommends Council approve the plans and specifications for the project and award a Construction Contract to PTM General Engineering Services, Inc. in the amount of $224,211.  Construction is anticipated to begin in April 2019 and be completed by September 2019, weather permitting.

The project is in conformance with the City’s General Plan, pursuant to California Government Code, Section 65402, and is categorically exempt from the requirements of CEQA as specified under Article 19, Section 15301, Class 1, of the CEQA Guidelines.  The activities related to this project constitute a discretionary project under the City’s jurisdiction and qualifies as a project that does not have a significant effect on the environment.  The resolution will approve the filing of Notice of Exemption No. CE025-18 under CEQA.

FINANCIAL SUMMARY

 

Staff recommends amending the FY 2018-23 CIP and the approved FY 2018-19 SB1 RMRA project list to include Street Light Knockdown Repairs, Phases II and III, Project No. PW1826 (OM-18-105).  The Construction Contract with PTM General Engineering Services, Inc. for Street Light Knockdown Repairs, Phases II and III, Project No. PW1826 (OM-18-105) is proposed to be funded through the re-appropriation of funding as noted below.

The funds are RMRA funds from SB1 and no additional appropriations are required. 

 

There is no impact to the City’s General Fund or any other unrestricted fund as a result of taking the recommended actions.
