Summary

 

This report is to inform the Civil Service Commission of action taken by the Director of Human Resources amending the classification specifications for Police Services Manager, Program Manager I/II, Executive Assistant, Police Fiscal Affairs/Planning Manager, and Executive Assistant (Confidential) in the Police and Fire Departments. Per Rule IV, section 5(b) of the Civil Service Rules and Regulations for Miscellaneous Employees, the Director of Human Resources shall approve all new or amended class specifications and file with the Secretary of the Commission.

 

DISCUSSION

 

Background

 

The classifications are being amended to note that positions assigned within the Police and Fire departments are included in the classified Civil Service system.  All other positions in the City will remain unchanged.

 

Present Situation

 

The Police Services Manager, Program Manager I/II, Executive Assistant, Police Fiscal Affairs/Planning Manager, and Executive Assistant (Confidential) class specifications are currently unclassified.  However, upon review of the City Charter, Article XXV, Section 2501, it states:

 

“Classified service of the City of Stockton shall include all employees of the Fire Department and Police Department, including the Chief of each Department, except that the Chief of Police and Deputy Chief of Police, and the Fire Chief and Deputy Fire Chief, shall be appointed and shall hold office as specified in Articles XVII and XVI of this Charter, respectively.  Except as hereinbefore expressly provided, all appointments and promotions in the Fire Department and the Police Department shall be made solely on merit, efficiency, and fitness, which shall be ascertained by an open, competitive examination and impartial investigation.”

 

The classifications need to be amended to reflect status in the Civil Service system for Police and Fire employees.

 

The Police Services Manager, Program Manager I/II and Executive Assistant draft class specifications were provided to Mid-Management (B&C) for review and concurrence.  On January 2, 2019, Mid-Management had no objections to the proposed amendments. The Police Fiscal Affairs/Planning Manager and Executive Assistant (Confidential) classifications are unrepresented. 

 

Currently, there are incumbents in the Police and Fire departments whose Civil Service status will now reflect classified service. The Police Services Manager, Program Manager I/II and Executive Assistant employees will remain in the Mid-Management (B&C) Bargaining Unit with no change in union assignment.

 

In addition to the amendments made to include classified service on the Program Manager I/II and Executive Assistant class specifications, the Physical/Mental Abilities were added to align with the American with Disabilities Act (ADA) requirements.  Attached are the proposed classification corrections for your review in redline format. (Attachment A)

 

 

AUTHORITY

 

Rule IV, Section 4 of the Civil Service Rules and Regulations for Miscellaneous Employees provides the Director of Human Resources the authority, on behalf of the Civil Service Commission, to maintain and approve class specifications making up the Classification Plan.
