RECOMMENDATION

 

It is recommended that the City Council approve a motion to:

 

1.                     Authorize the City Manager to sign a Cooperative Agreement between the City of Stockton and San Joaquin County for Participation in Emergency Management Organizations and Incident Command Systems; and,

 

2.                     Authorize the City Manager to take appropriate and necessary actions to carry out the purpose and intent of the motion.

Summary

 

The recommended Cooperative Agreement for Participation in San Joaquin County Emergency Management Organizations and Incident Command Systems will provide mutual assistance by sharing of personnel. There is no cost to enter into the Agreement; however, if resources are requested and provided to the City of Stockton from a participating agency, the City of Stockton will be responsible for personnel costs after the 25th hour of assignment. Prior to the 25th hour of assignment, each agency responding to the request is responsible for their own costs.

 

DISCUSSION

 

Background

 

The City of Stockton participates in the State Master Mutual Aid System which provides for essential personnel and equipment to be shared with other municipalities when their local resources have been depleted or overwhelmed. A best practice for mutual aid for regional emergencies is to also have a County-wide agreement in place. The previous County mutual aid agreement expired in 2011.  San Joaquin County Office of Emergency Services (OES) recently began the process to get a new agreement in place.  OES has developed a Cooperative Agreement (Attachment A) between the City of Stockton and the San Joaquin County, which would provide for a similar arrangement with incident command and/or emergency management personnel within the cities of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton, and Tracy.

 

 

 

Present Situation

 

OES coordinates responses to disasters and emergencies between the County, cities, and special districts within the boundaries of San Joaquin County (County). According to National Incident Management System (NIMS), Emergency Operations Center (EOC) personnel support on-scene actions and can be shared across organizational and jurisdictional lines. The Cooperative Agreement between the County and its special districts, the cities of Escalon, Lathrop, Lodi, Manteca, Ripon, Stockton, and Tracy allows for the sharing of qualified emergency management personnel. Costs for the sharing of emergency management personnel would not start until the 25th hour after assignment of the first person to any one incident. As a participating member, the City would receive assistance when necessary from other participating agencies and assist cooperating agencies in the County when necessary.

 

If the City of Stockton were to have an incident that required resources that exceeds our available resources, the City would be able to utilize emergency management personnel from other departments within the County. In return, the City will offer requested emergency management personnel to assist other County jurisdictions at the request of County OES.

 

This Agreement is effective upon execution and will continue until January 1, 2030, or until terminated by any party by giving notice in writing.

 

FINANCIAL SUMMARY

 

There is no cost to enter into the agreement.
