It is recommended that the City Council, by motion, authorize the City Manager to execute Addendum No. 2 to the Independent Contractor Agreement with VIEVU, LLC for expansion of the body-worn camera program.

Summary

 

The Stockton Police Department (SPD) uses body-worn cameras as a tool for institutional transparency, community accountability, encouraging professional conduct, and offering additional evidence in completing a crime report, and investigating complaints of police staff misconduct. Since implementing the initial program in 2015, SPD has expanded the use of the body-worn cameras to other field assignments, most recently to members of the Neighborhood Services Section Neighborhood Betterment Team (NBT). The NBT is a non-sworn proactive field-based team of code enforcement officers funded through Measure A. The addition of body-worn cameras to the NBT was very successful, and staff is now recommending further expansion of the program to include the other field staff of the Neighborhood Services Section (NSS). The SPD has a current contract with VIEVU, LLC which will be amended to include an additional 17 body-worn camera devices and software licenses at an increase to the annual contract cost of $9,792 (Attachments A and B). The total annual cost of the contract for 407 cameras will be $234,432.

 

DISCUSSION

 

Background

 

In March 2017, City Council approved a five-year Independent Contractor Agreement with VIEVU, LLC (2017-03-28-1105 NP) to upgrade the SPD’s 350 body-worn cameras. These cameras were provided for uniformed sworn officer assignments within the Department. In June 2018, the City Manager approved a change order to amend the current contract and add 40 additional cameras to be used by proactive units within the SPD, including the NBT. The cost of the additional cameras and associated software licenses were administratively approved as Addendum No. 1 to the Independent Contractor Agreement with VIEVU, LLC and are billed at the same rate of $48 per month, per license, resulting in a change order in the amount of $96,000.

 

Present Situation

 

Currently, the SPD has 390 VIEVU body-worn cameras assigned. The Department saw the benefit to using the body-worn cameras for specific field assignments and proposed, as part of the FY 2018-19 budget, to increase the number of cameras to include code enforcement officers assigned to the NSS. The purchase of an additional 17 body-worn cameras will provide the SPD with the ability to provide field positions assigned to NSS with an individual device. The cameras have an average life-cycle of 30-36 months and per the terms of the agreement, will be cycled out and replaced at 30 months.

 

FINANCIAL SUMMARY

 

The agreement amendment will result in an additional monthly cost of $816, or $9,792 annually. The purchase will include 17 body-worn cameras, ancillary equipment such as charging docks, and software subscription. Sufficient funding is available in FY 2018-19 Police Department Telecommunications Account No. 010-2470-530. The total annual cost of the Agreement, including this Addendum No. 2 is $234,432.
