It is recommended that the City Council approve a motion to:

 

1.                     Authorize the City Manager to execute a five-year Agreement for Supplemental Contracted Police Services between the City of Stockton and the Housing Authority of San Joaquin County; and

 

2.                     Authorize and direct the City Manager to make any and all expenditures and appropriations on behalf of the City as appropriate and necessary to carry out the purpose and intent of this motion.

Summary

 

The Stockton Police Department (SPD) is an active partner with the Housing Authority of the County of San Joaquin (Housing Authority) in the Public Housing Drug Elimination Program offered through a grant by the United States Department of Housing and Urban Development (HUD). As part of a supplemental police services contract, the SPD assigns three police officers to patrol and provide direct public safety assistance to the Housing Authority. The current contract expires December 31, 2018, and both Parties wish to continue their participation for a new five-year term. The proposed contract provides $411,400 to the City from the Housing Authority in the first year, and up to $400,000 annually for the remainder of the term. Of the annual amount, $390,000 will fund three police officers dedicated to providing services at Housing Authority properties. The contract also provides a compensation allowance for SPD to provide data and crime analysis services, up to $10,000 annually, after an initial set-up cost of $11,400. The total revenue expected over the contract term is $1,950,000 and up to an additional $61,400 for data analysis.

 

DISCUSSION

 

Background

 

In the fall of 1994, the Housing Authority submitted to HUD a proposal to implement a comprehensive and collaborative crime reduction plan involving law enforcement, recreation, and drug prevention elements. The Housing Authority invited the SPD to participate and assist in developing a "law enforcement and drug prevention plan" for two housing developments within the City: Sierra Vista and Conway Homes. Since that time, the SPD has continued to play an active role and provide proactive public safety assistance.

 

The program has three major components: law enforcement, education, and prevention. Specifically, grant funds support drug and gang suppression operations, police officer participation in community policing activities, community-based drug abuse prevention, tutoring on building self-esteem, and mentoring and recreational programs. The most recent contract was approved by City Council on November 5, 2013, for a five-year term expiring December 31, 2018.

 

Present Situation

 

The SPD and the Housing Authority have agreed to a new five-year contract for supplemental police services. Under the proposed Agreement, the Housing Authority will continue to provide funding (through grants and other Housing Authority sources) to finance three police officers currently assigned to community policing activities at Housing Authority sites and properties, in addition to data and crime analysis services. The proposed five-year Agreement begins January 1, 2019 and ends December 31, 2023. The SPD will use these funds to pay approximately 80% of the salaries and benefits of the assigned officers and to reimburse the City for actual overtime expenses to provide data analysis services. As is standard with Supplemental Police Services contracts, the funds cover 80% of the officers’ time due to the continuous training requirements to maintain good standing as a police officer and in recognition that, depending on SPD priorities, the officers may be temporarily reassigned to assist with other duties. The SPD’s Special Operations Division will have responsibility for coordinating the SPD's participation in the program.

 

The three full-time police officers currently contracted to the Housing Authority provide supplementary police services to the Sierra Vista Housing Development, Conway Housing Development, and housing units that fall under the Section 8 subsidy program. Basic duties include, but are not limited to, patrolling of property, assisting in screening of residents, documenting crimes and significant incidents on-site property or by clients of the Housing Authority, and working with community members as part of the SPD’s overall community policing philosophy. Officers are assigned to specific areas, although they often work as a team creating a “force multiplier” effect. Officers are involved in Resident Councils, Neighborhood Watch, and in community, fairs put on by the developments. This type of involvement is imperative in building a rapport within the community to foster a positive police/community relationship.

 

The Housing Authority requested additional services in the proposed contract, to provide data regarding crime statistics and notification of incidents at both properties, as well as approximately 4,000 locations supported by Housing Authority vouchers and Section 8 payments. The SPD proposed both a one-time cost and ongoing allowance to provide these services on an overtime basis. The Housing Authority agrees to pay costs as they are incurred for these specific services and work with SPD to ensure their data reports are in an approved format and routinely submitted to SPD.

 

FINANCIAL SUMMARY

 

Revenue received under this Agreement is budgeted annually in the Police Department’s General Fund account number 010-2400-371. The annual expenditures for the three positions are included in the Police Department’s General Fund Special Operations Division (Parking Enforcement Grant-COPS) account number 010-2424-530. Costs received under this portion of the Agreement are estimated at 80% to account for the mandatory training required of all sworn officers to maintain their certifications as well as other scheduled leaves which would take them away from the assigned locations. This is consistent with the SPD’s other supplemental service contract arrangements for full-time officers such as with the school districts, Downtown Stockton Alliance, and San Joaquin Regional Transit District. The annual expenditures for data analysis services are included in the Police Department’s General Fund Telecommunications account number 010-2470-530. Funds received under this portion of the contract will reimburse SPD for actual overtime expenses required to provide data analysis services.
