It is recommended that City Council approve a motion to:

 

1.                     Authorize the City Manager to execute an Amendment to the Professional Services Agreement with California Partnership for Safe Communities in the amount of $175,000; and

 

2.                     Authorize the City Manager to take any and all other actions necessary to carry out the purpose and intent of this motion.

Summary

 

In association with the Marshall Plan Project for Public Safety, the City of Stockton has worked with the California Partnership for Safe Communities (CPSC) since 2012 in its efforts to implement Operation Ceasefire. The CPSC has assisted in the development of a tailored, unique, and strategic framework to reduce the number of firearms and the level of gun violence. For the last five years, CPSC has worked with the Office of Violence Prevention (OVP) and the Stockton Police Department’s (SPD) Special Investigations Section to develop strategies, analyze all shooting incidents, and build out a sustainable approach for addressing gun and group violence in Stockton. Staff recommends an amendment to the Professional Services Agreement (PSA) with CPSC for one (1) year to transition primary capacity for the management and operation of the Ceasefire program to SPD and OVP. The cost of the proposed PSA amendment is $175,000 and will be shared between OVP and SPD operating budgets. 

 

DISCUSSION

 

Background

 

Operation Ceasefire is a violence intervention model patterned after a program instituted in Boston and replicated across the country. It is widely considered a best practice for violence intervention through multiple evaluations. The CPSC, led by Stewart Wakeling, has extensive experience implementing successful partnership-based violence reduction efforts in a variety of cities in California, as well as throughout the United States. Since September 2012, CPSC has worked with Stockton to develop key operational capacities critical to the implementation of Operation Ceasefire in Stockton. The Professional Services Agreement (PSA) has been amended three times as implementation phases were achieved by SPD and the work of OVP continued to evolve and improve.

 

Phase I included a preliminary analysis of the local violence dynamic, an initial strategic plan rooted in that analysis, and the development of basic operational capacities within the criminal justice system (enforcement, services, and communication). In addition to these basic operational capacities, key outreach efforts such as gang/street outreach and clergy outreach were set into motion. Phase II enabled the City to better respond to unacceptably high levels of violence through the use of an intervention strategy guided by in-depth analysis, key outreach efforts, and enhanced operational capacities in the areas of enforcement, services, and communication among stakeholders. Under Phase III, CPSC assisted in the formal creation of the OVP and the strengthening of Stockton’s capacity to collect and analyze data on gun-related street violence.

 

Present Situation

 

The proposed contract amendment includes key deliverables for both OVP and SPD to transition primary capacity for management and operation of Operation Ceasefire during 2019. Deliverables specific to OVP include:

 

                     Strategy for client support

                     Program management and staff supervision plan

                     Performance management process and plan

                     Staff support, training, and wellness plan

 

The CPSC deliverables for SPD focus more on the Group Violence Reduction Partnerships and include:

 

                     Partnership institutionalization plan

                     Partnership performance management and evaluation plan

 

It is anticipated that the creation of these plans and continued technical assistance to OVP and SPD staff during the next year will improve capacity for the management and operation of the Operation Ceasefire program.

 

FINANCIAL SUMMARY

 

The proposed cost of this amendment is $175,000 and will be funded through a combination of FY 2018-19 Police Investigations and Office of Violence Prevention Measure A funds as noted below:
