APPROVE RESOLUTION TO AUTHORIZE THE MAIN POLICE DEPARTMENT PARKING LOT IMPROVEMENTS PROJECT

RECOMMENDATION

 

It is recommended that the City Council adopt a resolution to:

 

1.                     Approve the Notice of Exemption No. CE15-18 under the California Environmental Quality Act for the Main Police Department Parking Lot Improvements, Project No. PW1619.

 

2.                     Approve the plans and specifications for the Main Police Department Parking Lot Improvements, Project No. PW1619.

 

3.                     Award a Construction Contract in the amount of $99,254.30 to Robert Burns General Engineering Contractor, Inc. of Stockton, CA, for the Main Police Department Parking Lot Improvements, Project No. PW1619.

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this resolution.

Summary

 

The Main Police Department Parking Lot Improvements, Project No. PW1619 will improve the existing back parking lot of the Main Police facility. The project will repair distressed asphalt and concrete, address drainage issues, apply an asphalt seal coat, and repaint the parking lot striping. The Main Police Department Parking Lot Improvements project was included in the Fiscal Year (FY) 2016-21 Capital Improvement Plan (CIP).

 

On July 26, 2018, the City received four bids for this project. Staff recommends award of the Construction Contract to the lowest responsive bidder, Robert Burns General Engineering Contractor, Inc., in the amount of $99,254.30.  Staff also recommends that Council adopt a resolution approving the Notice of Exemption No. CE15-18 under the California Environmental Quality Act (CEQA), and approving the plans and specifications for the project.  Construction is anticipated to begin in November 2018 and be completed by December 2018, weather permitting.

 

DISCUSSION

 

Background

 

The Main Police Department Parking Lot Improvements project was programmed in the FY 2016-21 CIP to rehabilitate the existing back parking lot of the Main Police facility located at 22 East Market Street (Attachment A - Vicinity Map). The back parking lot is used by Police Department staff to park police cruisers and other staff vehicles, to refuel police vehicles, and to access the holding cells of the Main Police facility. Many areas of the existing asphalt and concrete in the back parking lot are in a state of disrepair and require maintenance. The project will repair distressed areas of asphalt and concrete, repair cracks, address drainage issues around the vehicle wash area, apply a seal coat to the asphalt, and repaint the parking lot striping. The proposed improvements will extend the useful life of the parking lot.

 

On July 26, 2016, Council adopted a Community Workforce and Training Agreement (CWTA).  The CWTA became effective August 25, 2016, and applies to all Public Works projects over $1 million that are bid after that date.  The CWTA was not applied to this project because the engineer’s estimate was under $1 million.

 

Present Situation

 

On July 2, 2018, the Main Police Department Parking Lot Improvements project was advertised for bids with a non-mandatory job walk at the Main Police facility held on July 19, 2018. On July 26, 2018, four bids were received with the following results:

The requirements of Stockton Municipal Code (SMC) section 3.68.090, Local Business Preference Ordinance, apply to this project. Robert Burns General Engineering Contractor, Inc. and McFadden Construction, Inc. are located within the City and are entitled to a five percent bid preference. Application of the Local Business Preference has no effect on the bid order.  The Local Employment Ordinance, SMC section 3.68.095, also applies to this contract. 

 

The bid from Robert Burns General Engineering Contractor, Inc., the apparent low bidder, is regular in all respects and has the proper license to perform the work. Staff recommends Council approve the plans and specifications for the project and award a Construction Contract to Robert Burns General Engineering Contractor, Inc. in the amount of $99,254.30. 

 

The project is in conformance with the City’s General Plan, pursuant to California Government Code section 65402, and is categorically exempt from the requirements of CEQA as specified under Article 19, Section 15301, Class 1, of the CEQA Guidelines. The activities related to this discretionary City project do not have a significant effect on the environment. The resolution will approve the Notice of Exemption No. CE15-18 under CEQA. Construction is anticipated to begin in November 2018 and be completed by December 2018, weather permitting.

 

FINANCIAL SUMMARY

 

The Main Police Department Parking Lot Improvements project (PW1619; 301-3020-640) is funded from the General Fund.  The project has an unencumbered balance of $136,600, which is sufficient to award a Construction Contract to Robert Burns General Engineering Contractor, Inc. in the amount of $99,254.30.  The remaining funding in the project account will be used for contingencies and staff costs related to construction engineering.  No additional appropriations are required to complete this project.

 

There is no additional impact to the City’s General Fund, beyond the funds allocated in the current operating budget, or any other unrestricted fund as a result of taking the recommended action.
