RECOMMENDATION

 

It is recommended that the City Council approve a motion rejecting all bids received for the Cesar Chavez Library Staff and Children’s Restroom Renovations and ADA Compliance, Project No. PW1620, pursuant to Stockton Municipal Code section 3.68.160(B).

 

It is also recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of this motion.

Summary

 

The Cesar Chavez Library Staff and Children’s Restroom Renovations and ADA Compliance project will renovate two staff and two children’s restrooms in Stockton’s main library.  The renovation will bring these restrooms into compliance to current ADA standards.  The project was included in the Fiscal Year (FY) 2016-21 Capital Improvement Plan (CIP).

 

On July 26, 2018, the City received one bid for this project.  Barham, Inc. dba as BZ Construction submitted a bid of $403,738.61 which is approximately 79 percent over the engineer’s estimate and exceeds budgeted resources.  Pursuant to Stockton Municipal Code (SMC) section 3.68.160(B), staff recommends Council approve a motion to reject the bid received and rebid the project.

 

DISCUSSION

 

Background

 

The Cesar Chavez Library, located at 605 North El Dorado Street (Attachment A - Vicinity Map), was originally built in 1961.  The restrooms (Attachment B - Project Location Map) have not been renovated since the library was originally constructed.  The current layouts of the restrooms do not meet current ADA standards.  Additionally, the restroom floors, walls, and equipment have become more difficult and time consuming to clean and maintain with age.

 

A Request for Proposals (RFP) was advertised for the Cesar Chavez Library Staff and Children’s Restroom Renovations and ADA Compliance project to obtain professional design services of a licensed architect. The City hired WMB Architects, Inc. to prepare the plans, specifications, and estimates for the project.  The plans and specifications were completed, and the project was advertised for bids on June 26, 2018.

 

 

Present Situation

 

On July 26, 2018, one bid was received with the following results:

The requirements of SMC section 3.68.090, Local Business Preference, apply to this project. Since Barham, Inc. dba BZ Construction is not located within the City of Stockton or San Joaquin County limits, the Local Business Preference does not apply.

 

Barham, Inc. dba BZ Construction submitted a bid of $403,738.61.  This bid is approximately 79 percent over the engineer’s estimate, a significant variance for a project of this type.  SMC section 3.68.160(B) provides that the City Council shall award a contract to the lowest and best regular responsible bidder, or reject all bids.  In consideration of the cost variance and available project budget, staff recommends Council approve a motion to reject all bids received.  The project will be re-advertised for bids with additional marketing to increase bidder interest.

 

FINANCIAL SUMMARY

 

The recommended action has no financial impact.  There is sufficient funding in Account No. 301-3020-640 (PW1620 Cesar Chavez Library Staff and Children’s Restroom Renovations and ADA Compliance) for the rebid process.
