Summary

 

This report provides an update on Measure A-funded “Mission Critical Projects” that were included in the Fiscal Year (FY) 2014-15 and FY 2015-16 Adopted Budgets (Attachment A).

 

DISCUSSION

 

Background

 

Stockton’s voters passed Measure A to fund law enforcement, crime prevention services, the City’s proposed Plan of Adjustment, and as well as other city services.  The Measure A implementation plan included funding for “Mission Critical” needs during the first two years of the tax as additional police staffing was phased-in.  In FYs 2014-15 and 2015-16, staff and City Council identified and funded a variety of Mission Critical projects with Measure A proceeds.

 

Present Situation

 

In response to the committee’s request for regular updates on projects funded either in whole or in part with Measure A monies, Attachment A provides a summary of the Mission Critical projects and the status of each project organized by City Council Strategic Initiative.  The $16.0 million in Mission Critical funding addressed many significant program and infrastructure needs that the City could not afford before voter approval of Measure A.  Of the 19 funded projects, the City has completed 14 and is working on the other five.  Since the last Mission Critical update on February 28, 2018, the City has completed the LED Lighting Project Phase III.

 

Project status information for this report is based on updates from City departments as of March 31, 2018.  Attachment A identifies whether the project is complete or underway, the amount of Measure A Funding, total project funding, whether the project was expended in the General Fund or transferred to another City fund, and provides a status update on each project.

 

As shown in the Total Project Funding column, the City combined $16.0 million in Measure A funds with other City resources for total project appropriations of $24.2 million.  As of March 2018, approximately $13.3 million of these funds have been expended or encumbered.  Of the completed projects, $1.4 million was unused/saved and became or will become part of the General Fund reserves. Approximately $9.5 million remains to be spent on active projects with the largest portion of that amount ($9.1 million) related to the Information Technology Enterprise Resource Plan (ERP) project. This project will replace the City’s outdated financial and human resources computer systems. Measure A dollars funded $5.0 million, and combined with other City resources, the City has set aside a total of $10.9 million for this multi-year project.

 

Once the City completes a project, unspent funds are reverted back to the General Fund.
