RECOMMENDATION

 

It is recommended that the City Council adopt an Ordinance amending Title 15, Chapter 15.04, Section 15.04.260 of the Stockton Municipal Code (SMC) relating to applications for building permits, to streamline the submittal of building plans via electronic media, and update references to conform with California Building and Residential Codes (Attachment A).

Summary

 

The proposed amendment to Title 15, Chapter 15.04, Section 15.04.260 will allow the City to streamline its building plan submittal process and accommodate technological advancements by:

 

1.                     Allowing building plans and specifications to be submitted via modern media (such as electronic format) in conformance with California Building Code Section 107.2.1.

 

2.                     Eliminating outdated submittal requirements (such as cloth) as an approved medium.

 

3.                     Eliminating unnecessary references to adopted California Building Codes.

 

4.                     Updating references to the California Building Code, where appropriate, as they relate to building permit applications.

 

5.                     Adding a necessary reference to the California Residential Code ensuring conformity to industry standards.

 

DISCUSSION

 

Background

 

Currently, the SMC requires that with certain building permit applications, plans be submitted and reviewed for the proposed building and/or building alterations.  The City typically receives these plans on paper, but recently began accepting plans submitted on electronic media in addition to the required paper-based submittal to accommodate technological advancements and improve service to internal and external customers.  The current SMC should be updated to align with Chapter 1 of the California Building Code with respect to accepting plans via either electronic media or paper format.

 

 

 

Present Situation

 

The current language in the SMC contains outdated media references to utilizing cloth and paper with specific dimensions on which to submit plans and specifications for permit applications.  The updated language will eliminate these outdated references and replace them with their modern equivalent (electronic media) consistent with current technology and processes. Additionally, the current language also contains unnecessary and redundant stipulations required for plan submittal which are contained elsewhere within the adopted California Building Code.

 

This amendment will bring the Stockton Municipal Code into alignment with the current California Building and Residential Codes.

There will be no financial impacts from this code amendment.
