RECOMMENDATION

 

It is recommended that the City Council adopts a Resolution appointing members to the Mayor’s Task Force for Persons with Disabilities for a term commencing immediately and ending December 31, 2019.

Summary

 

The City Council passed resolution 06-0349 on June 27, 2006 to create the Mayor’s Task Force for Persons with Disabilities. The task force was created as an Ad-Hoc committee. Ad-Hoc committees are established with a term not to exceed one year and require City Council action to extend the term of the committee.  The action requested is to extend this Ad-Hoc committee for a one-year term, ending on December 31, 2019 and to ratify the Mayor’s appointments to serve on the committee.

 

DISCUSSION

 

Background

 

The task force was designed to enrich the lives of disabled persons within the community through education, action, and outreach, and also to advise the Mayor and City Council on matters affecting the disabled community.  The task force acts as the City’s official advisory body for assistance in implementation of the Americans with Disabilities Act.  This includes review and comment on City policies, programs, and actions that affect persons with disabilities, including the City’s Americans with Disabilities Act Transition Plan.  Consistent with the practice for other task forces and with past practice with this task force, there is no City support staff dedicated to this task force.

 

The task force renders assistance to other City boards and commissions, City staff, and private agencies on matters relating to persons with disabilities.  It also supports local, state, and national levels in the advancement of disability rights.  The task force Chair may recommend to the Mayor the creation of sub-committees as the need arises. Once approved, this Ad-Hoc committee may utilize six sub-committees to streamline efficiencies of the committee.  The six sub-committees are as follows:

 

1.                     Education/Outreach

2.                     Employment

3.                     Housing

4.                     Transportation and Mobility

5.                     Youth and Recreation

6.                     Veterans

 

Each sub-committee consists of a Chair and Vice-Chair from the task force, as well as advisory members who do not sit on the task force.  These six sub-committees provide reports and recommendations that are discussed by the entire task force.  The task force then presents periodic recommendations and reports to the City Council.

 

Present Situation

 

The Mayor is requesting the extension of this Ad-Hoc committee for a term ending December 31, 2019. The Mayor has also reviewed the submitted applications from the community (Attachment A) and is presenting the following applicants for ratification to serve on the Mayor’s Task Force for Persons with Disabilities:

FINANCIAL SUMMARY

 

There is no financial impact to the City for this action.
