RECOMMENDATION

Approve a resolution affirming the appointment of Jose Jasso as City Clerk for the City of Stockton and authorizing the Mayor, on behalf of the City Council, to execute an employment contract with Jose Jasso setting forth the terms and conditions of employment of this appointment effective November 1, 2018; and amend the salary schedule.

DISCUSSION

 

Background

 

Bret Hunter retired from the City of Stockton as City Clerk on July 13, 2018. City Council appointed Christian Clegg as interim City Clerk on July 17, 2018, to maintain continuity of day-to-day management and administration of the City Clerk’s Office until the position was filled.

 

Present Situation

 

City Council met in Closed Session on August 21, 2018, to discuss the appointment of a new City Clerk and to provide direction to the City Attorney regarding the employment contract.  Subsequently, the City Attorney negotiated the terms and conditions of the proposed employment contract with the selected candidate, Jose Jasso.  The attached Resolution presents the negotiated employment contract for Jose Jasso as Exhibit 1, which is being presented for approval.  If approved, Mr. Jasso will begin with the City on November 1, 2018.

 

FINANCIAL SUMMARY

 

The recommended base monthly salary for Jose Jasso is $11,797.80, which is an increase of $562 per month over the current salary and budgeted amount and equates to $141,573.60 annually, or $94,382.40 for the remainder of the fiscal year.  The total annual compensation for the City Clerk position, which includes salary and benefits, is $204,508.  The City Clerk’s budget accounted for in 010-1101-510, has sufficient appropriation to support this appointment and no additional general fund appropriation is required for FY 2018-19.
