RECOMMENDATION

 

It is recommended that the City Council approve a resolution to:

 

1.                     Authorize the acceptance of grant funding from the State of California Department of Conservation, in the amount of $170,000, for the Transformative Climate Communities Planning Grant;

 

2.                     Amend the Fiscal Year (FY) 2018-19 Annual Budget to increase the Transformative Climate Communities Planning Grant Program expenditure and revenue appropriation by $170,000; and

 

3.                     It is further recommended that the City Manager be authorized to take appropriate and necessary actions to carry out the purpose and intent of the motion.

Summary

 

On November 7, 2017, the Stockton City Council approved a motion authorizing the City Manager to submit an application for a Transformative Climate Communities (TCC) Planning Grant in the amount of $250,000. The grant application was submitted on November 29, 2017. The TCC program is administered by the Strategic Growth Council (SGC) and implemented by the California Department of Conservation (DOC). In February 2018, the Office of Mayor Michael Tubbs was notified by the SGC that the application was approved in the amount of $170,000. The work plan reduces personnel and partner allocations as well as supply costs to account for this reduced award amount. This one-year grant will fund outreach, community engagement, and the development of a Sustainable Neighborhood Plan that identifies Planning Area resident priorities within the City’s Climate Action Plan (CAP), which can be incorporated into a future TCC Implementation Grant application. The grant period commences upon execution of an agreement.

 

DISCUSSION

 

Background

 

The TCC Program was established by Assembly Bill (AB) 2722, administered by the SGC and implemented by the DOC, to “…fund the development and implementation of neighborhood-level transformative climate community plans that include multiple, coordinated greenhouse gas emissions reduction projects that provide local economic, environmental, and health benefits to disadvantaged communities.”

 

In addition to reducing greenhouse gas (GHG) emissions in disadvantaged communities, the TCC program seeks to maximize additional community benefits, avoid displacement, incorporate comprehensive community engagement, leverage fund, and provide technical assistance.

 

The TCC Program will fund two types of grants: 1) Implementation Grants and 2) Planning Grants, of which $1.5M was available for up to ten grants and a maximum award of $250,000 each. Community engagement and planning activities funded under a Planning Grant will aid in prioritizing activities outlined in the CAP into a Sustainable Neighborhood Plan and make the City more competitive for a future Implementation Grant award, as well as other climate change grant programs.

Council action and the application expressly included Catholic Charities, Fathers and Families of San Joaquin, Public Health Advocates, Puentes, Rising Sun Energy Center, STAND, and Third City Coalition as joint partners and sub-recipients.

 

Present Situation

 

In February 2018, the SGC notified the City that its Planning Grant application was approved in the amount of $170,000. The initial, proposed work plan was amended to reduce personnel and partner allocations as well as supply costs relating to materials and food to account for this reduced award amount.

 

This one year grant will fund outreach, community engagement, and the development of a Sustainable Neighborhood Plan that identifies Planning Area resident priorities within the City’s Climate Action Plan (CAP), which can be incorporated into a future TCC Implementation Grant application. The grant period commences upon execution of an agreement.

FINANCIAL SUMMARY

 

The grant program does not require matching funds and will have no impact on the General Fund. A budget appropriation in FY 2018-19 is required on the acceptance of the Transformative Climate Communities Planning Grant for grant revenue and expenses in the amount of $170,000. The following budget appropriation will be created as a result to provide the fund for the Transformative Climate Communities Planning Grant Program:
